IO Datasphere, Inc. has been providing project management, software development and IT staff augmentation services to our clients in the Midwest and throughout the U.S. since 1996. We are an approved vendor on contract to provide software development and IT staff augmentation services for the States of Illinois, Michigan, Minnesota, Iowa, and Wisconsin. We also provide these services to businesses, as well as local and county governments, in the Midwest and nationwide.
Our client is looking for a Sr. Systems Analyst to conduct comprehensive analysis and documentation of an Eligibility System. This role will focus on inventorying, analyzing, and documenting eligibility determination logic, business rules, batch processes, system interfaces, and operational workflows operating within a hybrid environment that includes Mainframe batch programs, COBOL modules, SQL-based logic, an Enterprise Java web application, Java Web Services, and a Business Rules Engine such as Corticon.
The selected candidate will produce structured documentation including Standard Operating Procedures (SOPs), process flows, rule inventories, pseudocode representations, traceability matrices, interface documentation, and system architecture documentation to support operational sustainability, audit readiness, knowledge transfer, and modernization planning
Tasks
Facilitation
- Efficiently plan and execute knowledge transfer sessions with business and technical SMEs
- Establish agendas and set meeting objectives
- Document and distribute meeting decisions and action items
- Timely follow-up on all action items
- Identify documentation gaps and operational risks
Elicitation
- Efficiently extract business rules, workflows, and technical logic from:
- Mainframe batch programs
- COBOL source code
- Embedded SQL logic
- Enterprise Java web application components
- Java Web Services (service operations, inputs/outputs, error handling)
- Business Rules Engine such as Corticon (rule sets / decision services)
- Validation
- Review and validate documented rules, interfaces, and workflows with business and technical stakeholders
- Identify redundancies, inconsistencies, and undocumented logic
- Analyze and evaluate business systems and user needs
Testing
- Document validation scenarios and test cases traceable to business rules and service operations
- Confirm documented logic reflects system behavior
- Document discrepancies and collaborate with technical staff to resolve
- Facilitate review of validation results with stakeholders
- Documentation:
- Use established documentation templates and standards
Produce clear and concise documentation including:
- Eligibility rules inventory (including rule sources in COBOL/SQL and Business Rules Engine such as Corticon)
- Batch job inventory and dependencies
- Service inventory and interface documentation for Java Web Services
- Decision trees and rule logic documentation
- Pseudocode representations of system logic
- Process flow diagrams
- Traceability matrices linking policy to system implementation
- Standard Operating Procedures for batch operations, rule maintenance, service support, and operational support

NOTE: Candidates must be CURRENT WI residents. No relocation is allowed. The selected hire can work mostly remote from within the state of Wisconsin, but will be required to be onsite in Madison once a month.

Skills Required:
- 5+ years - Experience performing systems analysis in large enterprise or government environments
- Experience inventorying, analyzing, and documenting eligibility determination logic, business rules, batch processes, system interfaces, and operational workflows
- Ability to produce structured documentation including Standard Operating Procedures (SOPs), process flows, rule inventories, pseudocode representations, traceability matrices, interface documentation, and system architecture documentation
- Experience working in complex legacy and hybrid system environments
- Experience supporting mission-critical business systems
- Experience documenting business rules, workflows, technical processes, and integrations
- Experience working with cross-functional business and technical teams
