Preferred Education: 4 years of college degree or equivalent technical study

Preferred Certifications: Azure Solutions Architect Expert, Azure DevOps Engineer Expert

POSITION SUMMARY

The Technical Specialist 4 is a senior expert-level consultant serving as a hands-on technical implementation expert in Azure PaaS technologies and API integration. This role requires proven expertise implementing enterprise-scale Azure PaaS solutions with strong emphasis on API integration and modern cloud-native architectures across large and complex statewide systems.

CORE RESPONSIBILITIES

Technical Leadership & Standards

•       Functions as the niche technical SME for Azure PaaS, providing authoritative guidance on architectural decisions

•       Demonstrates expertise in conveying technical and functional concepts to diverse stakeholders from developers to executives

•       Drives continuous improvement in solution quality through enhanced standards, code reviews, and best practice adoption

Solution Architecture & Implementation

·         Designs and implements end-to-end Azure PaaS solutions across all architectural tiers:

o   Data Layer: Database design, data integration pipelines, ETL/ELT processes, and data warehouse implementations

o   API/Integration Layer: RESTful services, message queuing, event-driven architectures, and third-party system integrations

o   Application Layer: Web applications, serverless functions, and batch processing jobs

o   Security & Identity: Authentication/authorization flows, API security, and data encryption strategies

o   Deployment & Operations: Azure DevOps, infrastructure as code, monitoring, and performance optimization

·         Delivers enterprise-scale applications requiring complex integrations with statewide systems and enterprise architecture

·         Proven hands-on expertise implementing, troubleshooting, and optimizing multi-tier applications from initial architecture through production deployment

Stakeholder Engagement & Governance

·         Interacts with executive level business users and technical experts on cloud strategy and roadmap planning

·         Establishes and maintains API governance, design standards, and OpenAPI/Swagger specifications

·         Collaborates with cross-functional teams to ensure alignment with enterprise architecture

REQUIRED TECHNICAL PROFICIENCIES

Core Requirements (Must Have):

•           API Integration: Azure API Management, Logic Apps, Service Bus, OAuth 2.0/OIDC/SAML authentication

•           Development: C#, TypeScript, .NET 8+, Entity Framework Core, RESTful API design

•           Azure PaaS: App Services, Functions, Azure SQL Database, Key Vault, Monitor/Application Insights

•           DevOps: Azure DevOps (Repos, Pipelines, Artifacts), IaC (Bicep/Terraform/ARM Templates), CI/CD YAML pipelines

Preferred Experience:

•       Data Platform: Azure Data Factory, Synapse Analytics, Power BI integration

•       Power Platform: Power Apps, Power Automate, Dataverse

•       Frontend: Blazor, React, or Angular

•       AI/ML: Azure AI Services, Copilot and models integration
