Position Overview
8+ years experience, senior-level analyst who independently performs complex tasks with creativity/latitude, minimum 5 years as liaison between business community and IT teams (Architecture, Project Delivery, Application Sustain). Strong Data Analyst (raw data analysis) and Business Analyst (requirements gathering, technology
understanding) skills. PMP a huge plus. Working on major Medicaid system modernization project building new application, providing project/product oversight for Medicaid IT-Contracted Systems, supporting documentation/delivery of functionality, vendor coordination, and creating processes/documentation for integrated solutions.
Key Responsibilities
- Coordinate with outside vendors to complete projects/service requests, define/assign/evaluate work
- Develop/review project artifacts (test cases, requirements documentation/traceability, design/technical specs)
- Consult on system analysis, troubleshoot problems, support solution implementations
- Manage project scope/acceptance/deployment, monitor system integration/UAT
- Identify project risks/difficulties, design mitigation strategies
- Analyze Client policies/procedures/standards impact on automated systems
- Review/analyze/evaluate business systems/user needs, business process reengineering
Candidate Skills and Qualifications
Minimum Requirements (8+ Years Experience)
- 8+ years coordinating with outside vendors to complete projects/service requests, defining/assigning/evaluating work.
- 8+ years developing/reviewing project artifacts (test cases, requirements documentation/traceability, design/technical specs).
- 8+ years consulting on system analysis, troubleshooting, supporting solution implementations.
- 8+ years managing project scope/acceptance/deployment, monitoring system integration/UAT.
- 8+ years identifying project risks/difficulties, designing mitigation strategies.
- 8+ years analyzing Client policies/procedures/standards impact on automated systems.
Preferred Qualifications (3+ Years Experience)
- 3+ years using TFS to create/manage/maintain requirements throughout development lifecycle.
- 3+ years working in Agile environment (preferably SAFe).
- 3+ years using Microsoft products (MS Office, SharePoint, Copilot).
- 3+ years understanding enterprise system components (UI, data layers, infrastructure, integrations), business rules engines, workflow orchestration, Azure cloud solutions.
- 3+ years experience/knowledge of Texas CLIENT processes, Texas Medicaid/CHIP systems.
- 3+ years updating portfolio project management tools, managing state-level major IR projects.
