System Architect

Location & Work Arrangement

• City, State: Columbia, SC
• Work Arrangement: Remote (Must work EST hours).
  • Note: Candidates must be willing and able to relocate to Columbia, SC immediately if the position transitions to fully onsite, which may occur with no prior notice.
• Interview Mode: Webcam and In-person.

Key Responsibilities

Architectural Leadership

• Lead the design and architecture of modernized IT systems for eligibility and case management (ESSAM).
• Oversee technical planning and system integration for Economic Services modernization efforts.
• Mentor staff and ensure all development adheres to architectural standards and industry best practices.

Project & Requirements Management

• Construct workflow charts, diagrams, and technical specifications to transform business requirements into user stories or use cases.
• Collaborate with cross-functional teams, including QA, federal partners (FNS), and third-party vendors.
• Review test cases and manage project scope through rigorous requirement validation.

Technical Modernization

• Oversee API modernization and User Acceptance Testing (UAT) for third-party integrations.
• Ensure alignment with federal APD (Advance Planning Document) requirements and data privacy laws.
• Align system development with federal reporting and performance tracking metrics.

Required Skills & Experience

Preferred Qualifications

• Domain Expertise: Prior experience with Human Services systems such as SNAP, TANF, or Child Welfare.
• Compliance: Familiarity with federal standards including NIST, FISMA, or similar government frameworks.
• Data Privacy: Strong understanding of PII and PHI data privacy laws.
• Public Sector: Previous experience working on government contracts or within public sector agencies.
