About the Role
Our firm is seeking an experienced Project Manager to support a leading energy cooperative headquartered in the northwest Twin Cities metro area. This organization provides critical telecommunications and infrastructure services to dozens of member utilities across the region.
In this role, you will oversee a strategic modernization initiative focused on enhancing a large-scale 700 MHz radio system, supporting fiber infrastructure, and evaluating future telecommunications technologies. You will engage closely with internal teams, external partners, and 26 member cooperatives to assess current capabilities, define future requirements, and execute system upgrades.
This is an opportunity to lead a high-visibility, highly technical program that will shape the future of communications across a major regional utility network.

Job Description
The Project Manager will lead a multi-phase telecommunications improvement project encompassing discovery, technology evaluation, vendor selection, and the installation/commissioning of new radio and network equipment. Responsibilities include:
Assessment & Discovery

Evaluate the existing 700 MHz radio system and supporting infrastructure to identify strengths, gaps, and improvement opportunities.
Research current and future telecommunications requirements across the organization.
Engage with member cooperatives to assess how they use the 700 MHz network and explore future applications.
Review member cooperatives’ existing fiber assets and assess potential for future builds through members or third-party providers.
Facilitate collaboration among internal teams, external partners, and key stakeholders.

Technology Research & Vendor Selection

Identify and assess technologies capable of supporting next-generation system requirements, with emphasis on 700 MHz solutions.
Conduct vendor evaluations, technical assessments, and provide recommendations.
Consider current equipment in use—such as Ubiik Mimomax—while investigating new vendor options and industry lessons learned.

Installation & Commissioning

Oversee installation, integration, and commissioning of new radio and network equipment.
Ensure alignment with engineering standards, project timelines, and operational requirements.

Qualifications
Required Qualifications:

Extensive telecommunications experience, ideally with large-scale or mission-critical networks.
Experience supporting communications systems for utilities or similarly regulated environments.
Strong knowledge of RF systems, communications networks, and tower infrastructure.
Demonstrated financial management capabilities, including budgeting and cost oversight.
Excellent communication, collaboration, and stakeholder-management skills.

Preferred Qualifications:

Experience working with cooperative utilities or energy-sector organizations.
Familiarity with 700 MHz radio systems, fiber infrastructure planning, or related technologies.
Prior experience with vendor evaluations and multi-stakeholder technology programs.
