Description:

The Project Manager will manage all tasks and aspects throughout the project lifecycle to ensure they are completed on time and within scope and budget. Define, document, and manage project scope, schedule, and budget. Develop project charter and work plan, tracking budget and schedule progress via appropriate metrics. Develop, maintain, and distribute standard project management artifacts (including but not limited to risk assessments, project charter, RACI (Responsible, Accountable, Consulted, and Informed) matrix, communication plan, project schedule, status reports). Provide requirement elicitation, analysis, and documentation as needed. Provide oversight to ensure projects are implemented according to the operational and financial needs of the Agency. Create and implement a communication plan. Ensure relevant staff are informed of upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities. Identifies, tracks, and ensures resolution of risks/issues and removal of barriers. Performs financial and administrative functions to ensure successful execution of projects. Prepare financial or budget plans and allocation along with the planning and finance department in accordance with each requirement. Provides detailed reports to stakeholders and agency management with respect to the status of the project and expenditures. Facilitates project conference calls, status meetings, planning sessions, and provide for meeting notes. Be a consultant to stakeholders and communicate project status throughout the project lifecycle. Additional required job duties as assigned.

 

Must have:

  • 4+ years of experience managing full project lifecycle activities, including planning, execution, status reporting, risk management, and project closure.
  • 4+ years of experience identifying issues, performing root cause analysis, and implementing effective resolutions in complex project environments.
  • 4+ years of experience coordinating and leading multidisciplinary teams to achieve project goals and deliverables.
  • 4+ years of experience developing project timelines, tracking milestones, and ensuring timely delivery of project objectives.
  • 4+ years of experience supporting and managing enterprise-level system implementation projects.
  • 4+ years of experience working within Agile, Waterfall, and hybrid project management environments.
  • 4+ years of experience communicating effectively with stakeholders, leadership teams, vendors, and technical/non-technical audiences.
  • 4+ years of hands-on experience utilizing Microsoft Office 365 tools and Microsoft Project for project tracking, reporting, and documentation.
  • 2+ years of experience using Azure DevOps for project tracking, sprint planning, backlog management, and workflow coordination. (Highly Desired)
  • 3+ years of PMP-certified project management experience demonstrating adherence to industry-standard project management practices. (Highly Desired)
  • 3+ years of experience working with VITA procurement policies, procedures, and compliance requirements. (Highly Desired)
  • 3+ years of experience applying VITA PMD standards, governance frameworks, and quality review requirements. (Highly Desired)
  • 3+ years of experience gathering business requirements, documenting functional specifications, and conducting business/process analysis. (Highly Desired)
  • 3+ years of experience supporting testing activities including test planning, execution, defect resolution, validation, and reporting for integration and user acceptance testing (UAT). (Highly Desired)
