🎯 Role Summary
Plans, organizes, and integrates cross-functional IT projects that are significant in scope and impact. Oversees large-scale, high-impact IT projects, ensuring effective cross-functional integration across DOT executive and business teams, Portfolio/ITS Leadership, and technical teams.
🛠️ Key Day-to-Day Responsibilities
- Project Scope & Planning: Develop and manage project scope, Project Management Plans (PMP), schedules, resource allocations, deliverables, and project funding.
- Team Guidance: Provide direction to Portfolio project teams on daily project tasks.
- Risk & Contingency: Develop formal project plans identifying goals, strategy, dependencies, risks, contingency plans, and resource allocations.
- Deliverable Tracking: Identify, schedule, and track project deliverables, milestones, and required tasks. Assign tasks and drive accountability.
- Change & Governance: Direct complex business requirements deliveries, business process reengineering, and organizational change activities.
- Budget Tracking: Direct activities to ensure projects stay on schedule and within budget; track costs/expenditures.
- Meeting Facilitation: Facilitate executive status meetings, project team status meetings, scrums, and recurring Agile meetings.
- Reporting: Prepare executive project status reports, aggregate updates, track schedules, and manage risk/issue escalations.

Requested Qualifications (Scored Points)
- Government IT Project Management (84 Months | Max 15 Pts): Experience managing and leading multiple large, complex IT projects for US Government agencies as a project manager. (Large/complex defined as: budget over $500k, duration over 12 months, multiple funding sources including Federal/grants, 3rd party vendor management, external stakeholders, multi-level org, geographically diverse end users).
- End-to-End PMP Lifecycle (84 Months | Max 15 Pts): Developing and executing project plans including Charter, Scope, Schedule, Cost, Quality, Communication, Change, Risk, Issue, and Resource management plans from initiation to closeout.
- Schedule Management Tools & Methodologies (84 Months | Max 15 Pts): Experience developing and managing formal project schedules in tools such as Microsoft Project, tracking baselines utilizing Waterfall, Agile, and Hybrid methodologies, and presenting status updates to leadership.
- Scope & Change Management (84 Months | Max 10 Pts): Writing and managing detailed Scope Documents, deliverable acceptance processes, and project change request processes.
- Quality & Testing Governance (84 Months | Max 10 Pts): Project quality planning, quality assurance, end-to-end system testing, quality control, User Acceptance Testing (UAT), defect/metrics management, and quality governance.
- COTS / SDLC Delivery (48 Months | Max 10 Pts): Managing COTS software implementation projects and/or in-house application development (SDLC) projects.
- Certifications (Max 5 Pts): Both PMI-PMP AND PMI-ACP® certifications.
