Senior Technical Program Manager

Software Guidance & Assistance, Inc., (SGA), is searching for a Senior Technical Program Manager for a CONTRACT assignment with one of our premier Financial Services clients in New York, NY.

The Technical Program Management team owns intake, chartering, governance, and end-to-end delivery of ENS's most complex strategic programs. We are seeking a highly experienced Senior Technical Program Manager (TPM) to lead complex, multi-million-dollar strategic infrastructure programs across a global enterprise technology environment. This is a senior, hands-on program leadership role, not a project coordination position. The successful candidate will have strong technical fluency across enterprise networks, compute, data centers, cloud infrastructure, trading infrastructure, resiliency, and technology risk, combined with exceptional program execution and executive communication skills. The TPM must be able to take an initiative from an ambiguous strategic objective, build the charter and execution model from the ground up, establish governance, create an integrated roadmap, manage financials and dependencies, align global teams, resolve difficult issues, and drive measurable outcomes.

We need a program leader, not a program administrator. The right candidate can operate comfortably from the executive level down to detailed execution. They know the program's strategic objectives, financial position, critical path, major dependencies, technical risks, unresolved decisions, and stakeholder dynamics. They bring structure to ambiguity, challenge constructively, anticipate problems, hold teams accountable, bring people together, and remain composed when programs become difficult. Success in this role requires the combination of technical credibility + strategic thinking + disciplined execution + financial acumen + executive communication + leadership through influence.

Responsibilities :

• Lead large, complex, multi-million-dollar technology infrastructure programs from charter through implementation and closure.
• Develop program charters, scope, objectives, success criteria, roadmaps, milestones, governance, RACI, KPIs/KRIs, and execution plans.
• Manage multiple interconnected workstreams across Network, Compute, Cloud, Data Centers, Trading Infrastructure, Engineering, Architecture, Cybersecurity, Risk, Operations, Finance, Procurement, and vendors.
• Own integrated program plans, critical paths, cross-team dependencies, RAID management, change control, and executive escalations
• Manage program budgets, forecasts, actuals, resource plans, and financial variances.
• Identify technical, operational, financial, and organizational risks early and drive mitigation and resolution.
• Lead executive steering committees and provide concise, decision-oriented reporting to senior management.
• Translate complex technical issues into clear business impact, options, recommendations, and decisions.
• Influence teams and senior stakeholders without relying on direct authority.
• Navigate difficult conversations, conflicting priorities, and high-pressure situations while maintaining accountability and forward momentum.
• Build strong partnerships across globally distributed teams and create a culture of transparency, ownership, and execution

Required Skills :

• Bachelor's degree in Computer Science, Engineering, Information Technology, or a related field.
• 10+ years in technical program/project management, including 5+ years leading enterprise-scale network or infrastructure programs.
• Proven delivery of multi-million-dollar, multi-workstream strategic programs in complex global organizations.
• Demonstrated ability to create and launch programs from concept/charter, not simply inherit established project plans.
• Proven ability to author program charters and business cases and secure funding approval.
• Deep working knowledge of enterprise network infrastructure, datacenters, enterprise computing, and cloud connectivity.
• Expert-level Jira; strong Power BI (or equivalent) reporting; Confluence for documentation and knowledge management.
• Exceptional written and verbal communication; proven track record presenting to and influencing senior executives.
• Strong command of Agile, Scrum, and waterfall methodologies, with the judgment to know when to apply each.
• Track record of succeeding in contract, consulting, or interim engagements with minimal ramp-up time.
• Comfort with ambiguity; ability to bring unfocused, contested issues to a decision.
• Strong financial management, forecasting, governance, and resource-management experience.
• Strong technical aptitude with the ability to challenge assumptions and communicate credibly with engineers and architects.
• Must be based in or able to commute to New York, NY; on-site presence required per firm hybrid policy.

Preferred Skills :

• Financial Services / Capital Markets experience strongly preferred.
• Experience supporting trading, markets, or other mission-critical/high-availability technology environments.
• Experience with global infrastructure transformation, cloud adoption, network modernization, data center migration/consolidation, or technology resiliency programs.
• Experience operating in highly regulated and risk-controlled environments.
• PMP, Agile, ITIL, SAFe, Cisco CCNA/CCNP, CISSP, Cloud (AWS/Azure/Google Cloud Platform) certifications.
