Emphases for the System Business Analyst (BA) candidate will be part of a team focusing on
agency efforts to understand current and future state associated with agency financial and
administrative systems. The BA will need to learn system capabilities, analysis data and
reports, work with system owner and SME to define business and technical requirements,
future state workflows, and work breakdown. This role supports project team by performing
administrative and project tasks such as developing, and reviewing draft project documents,
task tracking, develop test plans, conduct testing, communicating with stakeholders and
general assistance for assigned managers. The candidate will work in a team environment
with other Information Technology staff and Program Area system Owners and Subject
Matter Experts (SME).
Specific duties and responsibilities will include but are not limited to the following:
Study and learn system capabilities assigned associated with Financial and
administrative systems
Work with Program Area System Owners to learn their business requirements and
needs
Prepare and manage project documents.
Scheduling stakeholder meetings and facilitating communication between the project
team and stakeholders throughout the project life cycle.
Support project team to help them complete project tasks.
Monitoring project progress and creating project status reports for Finance and
Operations and Office of Information Technology.
Create supporting work requests in ticketing system when needed to support a
project task or other approved solution like DevOps
Assist with creating future state workflow and digagrams to streamline processes to
meet business needs
Maintain system protocols by writing and updating procedures.
Problem solving to resolve minor issues without assistance and escalation.
Develop of test plans and work with program areas to develop their test plans
Assist with testing and tracking outcomes to include successful results, issues and/or
bugs that require remediation
Assist with ensuring customer and technical needs are met as the project advances.
Create a positive project outlook to keep the team motivated.
Managing project management documents such as, without limitation, the project
plan, schedule, work breakdown, lessons learned, or scope statement, as assigned.
Support team members when implementing risk management strategies.
Develop reporting and dashboard capabilities using excel and Power Bi.
Adheres to Information Technology application development standards and security
requirements.
Assist with gap analysis of current state to future state to ensure business and
process requirements are meet
Work with Finance Program Area System Owners and Subject Matter experts to learn
their business functions, processes, and needs
Update SharePoint content associated with system collaboration sites
Assist with system validation to ensure technical requirements are met.
Assist with production rollout to ensure minimal disruption of services.
Assist with the system software life cycle process
Work with Finance Program Area and IT to present key information for
improvements.
Maintain system protocols by writing and updating procedures
Assist with development of policies and procedures to conform and comply with
agency standard cyber security policy design related to information risk management,
designation of data as to criticality, confidentiality, and protection. (NIST 800-53,
FISMA, SC InfoSec Requirements ;br />security/policies-and-procedures, etc.)
The position will be utilized for 40 hours per week for the duration of this project. The
selected candidate should be able to work flexible hours where it may be necessary for work
to be completed outside traditional business hours.
The candidate will work closely with the Assigned Manager to identify, prioritize, and
schedule workload and implementation to IT standards and procedures. The candidate will
work closely with Finance and Operations staff and subject matter experts for the system
design and testing.
This will also include compliance to DPH security policy/procedures as well as integrating
systems when possible to streamline staff workflows, user security, and data correction.
Module support of the project.
DPH will require that selected personnel sign the DPH confidentially agreement
and/or Business Associate (BA) agreement if applicable. All web services must be
secure.
DPH will not accept any offers including an up-lift charge. The rate paid per
consultant must not exceed the maximum rate established for this position described
in the State contract terms.
Contractors must be onsite during each week throughout the term of the
contract.
Follow agency IT Standards, policies, and procedures to include
documentation.
All source code (compiled and un-compiled) will become the sole property of
the South Carolina Department of Health and Environmental Control. Any
source code, data, product, or functionality resulting from this SOW or
previously owned/developed by DPH will remain the sole property of DPH and
is not to be incorporated into the core product of any vendor's application. Any
modifications and interfaces developed under said contract will be not be used
by the contractor for any independent project of the contractor or published or
publicized by the contractor without written permission of DPH.
DPH has the final say on all programming choices.
Payment Schedule:
All timesheets shall be entered and approved in a timely manner per State contract terms. The
State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board,
etc.) for temporary employees under this contract.
DPH Support:
DPH will provide:
All required information including formulas, data, and mechanisms to check output.
Staff to assist with any application or data questions.
Conference rooms and scheduling for any application demos.
Workstation and required software.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. 5+ Years of Experience with Data Analysis & Data Mining using Excel and SQL
2. 5+ Years of Experience with Workflow and Process modeling
3. 5+ Years of Experience with MS Office (Word, Excel, PowerPoint, Visio), MS SharePoint
4. 5+ years of experience in the Software Development Lifecycle (SDLC), driving and supporting
modernization initiatives.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Experience with security and data classification related to CDC, HIPAA, and CJIS.
2. EXPERIENCE WITH NIST INDUSTRY STANDARD INFORMATION SECURITY PRACTICES
3. MS PROJECT, MS PLANNER, MS DEVOPS
ADDITIONAL SKILLS
1. Ability to analyze and document business and system processes using various methods and
tools.
2. Knowledge of Information Technology Field, best practices, organization, and operations
3. WRITTEN COMMUNICATIONS SKILLS, VERBAL COMMUNICATIONS SKILLS.
