Project Manager Vermont DOC
Position- Project Manager (PM)
Client- State of Vermont Department of Corrections (DOC)
Position Overview
The Project Manager will support a comprehensive assessment and planning engagement across Vermont DOC's six correctional facilities. The project focuses on evaluating current operational and technology environments, identifying gaps and risks, coordinating stakeholders.
Key Responsibilities
- Develop and maintain the overall project schedule.
- Establish project governance and communication processes.
- Coordinate stakeholders across DOC, Agency of Digital Services (ADS), Business Transformation Office (BTO), and other State stakeholders.
- Manage project risks, dependencies, issues, and constraints.
- Coordinate facility site visits and account for State chaperone requirements.
- Coordinate stakeholder engagement, including focus groups and key informant interviews.
- Track project milestones and deliverables.
- Support development of the business case and implementation roadmap.
- Coordinate technical, business-process, architecture, and compliance workstreams.
- Prepare executive-level project communications and presentations.
- Ensure deliverables meet agreed acceptance criteria.
The SOW specifically requires a Project Management Plan containing the project schedule, communication plan, stakeholder engagement approach, and risk-management approach.
Required PM Background
Strong experience in:
- IT project management
- Project planning and scheduling
- Stakeholder management
- Risk and issue management
- Business/technical transformation projects
- Secure/high-security environments
- Organizational change management
- Deliverable management
Methodology
The contractor must follow project-management methodologies consistent with the PMI PMBOK Guide.

Experience producing deliverables using:
- Microsoft Word
- Microsoft Excel
- Microsoft Project
- Microsoft Visio
- Adobe PDF
Preferred Experience
- State government/public-sector projects
- Public safety or justice-sector projects
- Correctional facility projects
- Multi-vendor environments
