Summary

Requirements:

5 or more years of experience in leading large-scale program implementations with external partners.
Proficiency in Medicaid policy, CMS regulatory requirements, and Section 1115 waiver programs.
Experience with RAID logs, RACI matrices, and integrated project control workplans.
Experience in health and human services operational modernization and Managed Care environments.
Experience with federal legislative implementation and policy-to-operations translation.
Experience in government procurement coordination and vendor performance oversight.
Excellent verbal and written communication skills.

Responsibilities:

Lead cross-program implementation efforts from strategic planning through operational stabilization.
Facilitate initiative workgroups and governance forums to move policy decisions to closure.
Translate complex federal and state program intent into actionable operational tasks.
Manage integrated project artifacts including RAID logs, RACI matrices, and action trackers.
Coordinate program readiness activities across healthcare providers, county partners, and state agencies.
Establish risk mitigation plans and escalation paths for high-visibility public sector initiatives.
Direct change management workstreams including stakeholder mapping and training readiness.
