Junior Systems Analyst

Job Duties

• The position reports to the Health and Human Services (HHS) IT Solutions Lead for Access Management and Workforce Mobility. The Access Management & Workforce Mobility team is responsible for access management across 46 Commercial Off-the-Shelf (COTS) business applications, including Electronic Health Records (EHR), case and residential management systems, benefits eligibility platforms, and criminal justice records management applications.
• This portfolio includes multiple state and federal human services systems supporting health, social services, behavioral health, and justice-related programs.
• In addition to access management, the role is responsible for Mobile Device Management (MDM) for iPad, MacBook Air, and iPhone devices. The Systems Analyst I develops requirements and designs mobile solution applications to support the business needs of approximately 70 Human Services programs and services. Mobile application solutioning includes ensuring regulatory compliance where applicable (e.g., HIPAA, FERPA, CJIS, PREA).

Key Responsibilities

• Provide operational support and analysis for Access Management, Mobile Application Solutioning, MDM, VDI, and Telehealth services within the HHS portfolio.
• Support projects related to device lifecycle replacements, design and deployment of new mobile solutions, and provisioning of telehealth and tele case management technologies.
• Support the Business Analyst with work intake requests related to mobile devices and mobile application solutions.
• Participate in business discovery activities for projects.
• Elicit, document, and manage business and technical requirements for role-based security and access management using HP ALM.
• Document business processes using BPMN and develop business process models.
• Perform analytical activities including SWOT, GAP, and Root Cause Analysis (RCA).
• Collaborate closely with Business Applications and Data & Analytics teams to develop mobile business application solutions that meet the needs of diverse human services programs.
• Develop and execute test plans, including User Acceptance Testing (UAT) scenarios and scripts.
• Manage requests and incidents using ServiceNow.
• Maintain and manage the team's Knowledge Management System (KMS) in ServiceNow, including data and reporting services.
• Mentor Business Application Specialists, Business Application Support Technicians, and interns.
