Work Arrangement - Candidates must be local to the Triangle region of North Carolina.
- Candidate must report onsite on the first day to collect equipment.
- This position may require onsite attendance for scheduled meetings and business needs.
- During major emergency activations, candidates must be willing to work 12+ hour shifts, including evenings, weekends, and holidays.
- Preference will be given to candidates living within a one-hour commute of the State Traffic Operations Center (STOC) in Raleigh.
- Travel to STOC during emergency activations is not reimbursable and must be covered by the contracting firm.
- Approved overtime will be compensated at a flat hourly rate.
Position Overview The
NCDIT-Transportation (NCDIT-T) GIS Team is seeking a
Technical Specialist – Expert to provide dedicated GIS support for the
State Traffic Operations Center (STOC) and
Transportation Mobility & Safety (TM&S).
This role works directly with operational staff to understand business needs, translate them into GIS solutions, and develop applications, dashboards, and mapping tools that support real-time transportation operations, routing, signal management, and incident response.
The ideal candidate will possess strong technical GIS expertise along with excellent communication, analytical, and problem-solving skills to collaborate effectively with both technical and non-technical stakeholders.
Required Technical Skills - Strong experience with ArcGIS Online
- Extensive knowledge of the Esri Software Suite
- Experience with ArcGIS Enterprise
- Ability to independently build web mapping applications
- Experience publishing hosted and referenced feature services
- Understanding of the complete GIS lifecycle, including:
- Requirements gathering
- Database design
- Schema creation
- Cartography
- Application development
- Maintenance and support
Key Responsibilities - Oversee and mentor the Junior GIS Specialist.
- Manage and prioritize GIS projects while delegating work appropriately.
- Attend STOC and TM&S operational meetings to understand workflows and identify GIS opportunities.
- Gather business requirements and translate operational challenges into GIS solutions.
- Develop, maintain, and enhance GIS applications, dashboards, maps, and data layers.
- Support routing, signal operations, incident management, and transportation systems.
- Troubleshoot GIS issues and provide support to non-GIS users.
- Serve as the primary liaison between the GIS Unit and Transportation Systems Management & Operations (TSMO).
- Monitor incoming GIS requests and ensure timely project delivery.
- Continue learning transportation operations to proactively recommend GIS improvements.
- Support emergency operations by producing real-time maps and integrating live operational data during weather events and incidents.
Required Qualifications - Strong experience developing GIS applications using ArcGIS technologies.
- Ability to communicate complex GIS concepts to non-technical users.
- Experience gathering requirements and translating business needs into technical solutions.
- Excellent documentation, organization, and communication skills.
- Ability to work independently in a fast-paced operational environment.
- Strong leadership skills with experience coordinating or mentoring junior staff.
Additional Requirements - Must be available for extended work hours (12+ hours) during emergency activations.
- Must be able to travel to the STOC in Raleigh during emergency events.
- Ability to quickly understand operational issues and independently recommend GIS solutions.
- Experience working collaboratively with cross-functional teams.
