•    Location: Albany, NY (Hybrid)
•    Duration: 30 months (with potential for extension)
•    W2 Hourly Rate:
 $68-$82/hour

Overview:
We are seeking a Business Analyst who will support our NYS client.  This role supports the Integrated Eligibility System (IES) program by analyzing existing state systems, documenting business requirements, and helping define future-state processes. The Business Analyst will coordinate with agency stakeholders and technical teams, support work product quality reviews, and help ensure implementation decisions align with business needs.

Duties:
• Coordinate with the Functional Manager and Business Analyst team on assignments, schedules, project artifacts, and stakeholder work packages.
• Analyze existing state systems, business processes, and legacy rules to identify requirements for the IES implementation.
• Document As-Is and To-Be processes and requirements using prescribed methods, including context diagrams, process flows, use cases, traceability matrices, UI specifications, and mockups.
• Facilitate requirements discussions with agency and local district subject matter experts, users, and executive stakeholders.
• Validate business rules to retain or retire within project scope, working collaboratively with agency business partners.
• Perform quality control and peer reviews of work products to ensure accuracy, clarity, and usability for IES partners.
• Coordinate with blended State and vendor teams to meet project timelines, priorities, and business needs.
• Perform other duties as assigned.


Mandatory Qualifications:
• More than 7 years of experience working on complex projects, including at least 2 years in a Business Analyst leadership role (Level III).
• More than 7 years of client-focused business and requirements analysis, including leading elicitation sessions, analyzing and validating system requirements for continuous integration and deployment, and proposing best-fit technology solutions.
• More than 7 years of experience on enterprise software development projects, collaborating directly with customers, technical teams, and other Business Analysts.


Desirable Qualifications:
• More than 5 years of experience defining and validating cross-agency Human Services requirements involving eligibility, enrollment, case management, and financial management for SNAP, HEAP, Public Assistance, and Child Care.
• More than 7 years of experience leading requirements gathering and analysis, documenting CI/CD specifications, and preparing technical proposals.
• 7 years of experience implementing web-based, client-facing applications.
• More than 7 years of experience with Jira boards, sprint planning, test cases, user stories, screen prototypes, specifications, and requirements management tools such as Blueprint.
• 5 years of experience in multiple roles, such as Business Analyst and tester, supporting plans, roadmaps, sprint planning, and assigned initiatives.
