Preferred Skills: Understanding of Labor and Workforce programs, technology background with .Net Responsibilities Requirements elicitation & functional analysis Lead discovery sessions with business owners, end users, and IT stakeholders to define current-state pain points and future-state capabilities. Produce and maintain functional artifacts (process maps, business requirements, user stories, acceptance criteria, functional specs as needed). Define and validate non-functional requirements in collaboration with architecture/security (performance, availability, accessibility, privacy). Agile-hybrid delivery support Translate requirements into refined backlog items and support backlog grooming/refinement with the Product Owner (PO) and delivery teams. Participate in Agile ceremonies (planning, refinement, reviews/demos) while supporting traditional governance deliverables (stage gates, sign-offs, documentation). Clarify requirements during build; manage scope questions and ensure shared understanding across teams/vendors. Process, data, and integration alignment Document end-to-end business processes and support process redesign aligned to transformation goals. Support data requirements (data elements, definitions, quality rules) and integration needs (interfaces, business events, data flows) with technical leads. Identify cross-workstream dependencies and support integrated planning and cutover readiness. Testing & validation Support test strategy execution: derive test scenarios from requirements, review test cases, and coordinate user acceptance testing (UAT). Drive requirements traceability and defect triage support (severity, business impact, retest readiness). Validate delivered functionality against acceptance criteria and support release readiness decisions. Stakeholder management & communications (GPS context) Prepare clear, audit-ready documentation and facilitate stakeholder reviews/approvals. Support change management inputs (impacts, training needs, updated SOPs/work instructions). Provide concise status updates on requirements health, open decisions, and risks/issues.
