JOB DESCRIPTION:


The Commonwealth of Massachusetts is undertaking a multi-year project known as the Business Enterprise Systems Transformation (BEST) Program to implement a comprehensive Enterprise Resource Planning (ERP) software solution that will support a wide range of business functions used by all state agencies. The initial scope of the project replaced the Commonwealth's core financial and accounting system. Phase 2 will replace the Commonwealth's HR and Payroll solution (HR/CMS). This phase is projected to span a 2-year period. A software solution and Systems Implementation (SI) vendor have been selected. The solution is a SaaS cloud based system, replacing the existing heavily customized software currently hosted on-premises, whether on virtual or physical servers, and supports more than 95,000 employees. The BEST Program is jointly sponsored by the Secretary for Administration and Finance, the Comptroller of the Commonwealth, the Secretary of Technology Services and Security, and the Chief Human Resources Officer of the Human Resources Division.

Position Summary
This is a high-impact, temporary position focused on maintaining momentum for the BEST Program. The primary objective is to align and prepare four key workstreams, Training, Communications, Readiness, and Support to ensure a seamless launch for the upcoming project phase. This role serves as the bridge between current operations and future requirements prioritizing workstream alignment, gap analysis, and stakeholder continuity, to ensure operational readiness.

Duties
Assess the current progress of the Training, Communications, Readiness, and Support teams to ensure all activities are synchronized with the broader project roadmap.
Identify and flag any potential adoption risks or performance gaps that could impact the upcoming rollout, developing immediate mitigation strategies.
Maintain trusted relationships with agency leaders and stakeholders, ensuring they remain informed, engaged, and "project-ready ".
Oversee the finalization of critical prep materials, including user readiness assessments and the initial design of the post-implementation support model.
Lead and motivate four diverse teams (comprising of state and vendor staff), ensuring weekly tasks stay on track and align with PMO milestones.
Provide regular progress reports to program leadership and maintain meticulous documentation to ensure project continuity.

Qualifications
Proven ability to quickly "step into " a complex project environment and build immediate credibility with a large team.
Deep understanding of OCM methodologies with specific experience in readiness assessments and alignment strategies.
Skilled at balancing day-to-day "firefighting " with long-term strategic preparation.
