Description

• The Technical Project Manager is responsible for leading and delivering complex infrastructure projects focused on field construction, network equipment installations, and outside plant (OSP) activities. These projects may involve underground (UG) and OTMR permitting, subcontracted construction resources, and multi-vendor coordination.
• This role is accountable for ensuring all assigned projects meet scope, schedule, budget, quality, and safety requirements. The Technical Project Manager will develop and manage detailed project plans, coordinate internal teams and external partners, and drive execution from planning through closeout.
• The ideal candidate is hands-on, execution-oriented, and experienced in construction-driven telecom or utility infrastructure projects, with strong command of field operations, materials logistics, permitting, vendor management, and schedule control.
• In addition to delivery, the Technical Project Manager is expected to identify and implement workflow, process, and scoping improvements to support continuous improvement and predictable project execution.

Key Responsibilities

• Lead end-to-end execution of field construction and equipment deployment projects, ensuring delivery against schedule, budget, scope, and quality targets
• Direct and coordinate the activities of internal teams, field resources, and subcontractors with a focus on efficiency, safety, quality, and visibility
• Build and manage detailed project plans, schedules, and execution roadmaps
• Provide leadership visibility through regular status reporting, milestone tracking, budget forecasting, and risk management
• Manage project financials including budget tracking, forecast updates, change control, and variance explanations
• Coordinate material procurement, logistics, staging, consumption tracking, and reconciliation
• Manage and track permitting activities, including UG, OTMR, right-of-way, and municipality coordination where applicable
• Identify, anticipate, and manage resource constraints, schedule conflicts, and execution risks
• Serve as primary escalation point for project prioritization issues, execution blockers, and cross-team dependencies
• Drive vendor and subcontractor performance including scope adherence, schedule compliance, and quality control
• Review new and existing delivery processes and workflows to identify efficiency, cost, and cycle-time improvements
• Ensure projects meet engineering standards, construction standards, and company governance requirements
• Support project closeout including as-builts, documentation, financial reconciliation, and operational handoff

Qualifications

Required

• Bachelor's degree in Engineering, Technology, Construction Management, or related field OR equivalent relevant experience
• 5+ years of experience in technical project management, construction project management, or network deployment
• Experience managing field construction, equipment installation, or outside plant (OSP) projects
• Experience coordinating subcontractors, vendors, field crews, and cross-functional teams
• Strong working knowledge of:
• Project scheduling and execution management
• Budget tracking and forecasting
• Materials logistics and field deployment coordination
• Risk, issue, and dependency management
• Strong communication skills with the ability to:
• Present to leadership and stakeholders
• Drive alignment across engineering, operations, construction, and vendors
• Strong analytical and problem-solving skills:
• Ability to define problems, collect data, establish facts, and drive decisions
• Ability to interpret technical drawings, diagrams, and construction/engineering documentation

Preferred

Background in telecommunications, ISP, fiber, HFC, or network infrastructure projects

Experience with:

• UG and OTMR permitting processes
• OSP construction, fiber deployment, or access network builds
• Municipal permitting and right-of-way coordination
• Experience working in multi-project, high-throughput delivery environments
• Familiarity with project management tools (Smartsheet, MS Project, ServiceNow, Jira, etc.)
