Join a high-impact statewide technology program as a CAPPS Technical Product Lead, where you will drive the strategy, architecture, and modernization of critical enterprise financial, payroll, and human resources systems supporting government operations across Texas. In this senior leadership role, you will partner with business stakeholders, architects, developers, security teams, and managed service providers to define technical roadmaps, guide large-scale initiatives, and ensure the delivery of secure, scalable, and high-performing solutions.
The ideal candidate brings deep expertise in CAPPS, PeopleSoft, enterprise architecture, and technical product leadership, along with the ability to translate complex business objectives into actionable technology strategies. Job Responsibilities
- Define and maintain long-term product vision, strategy, and technical roadmaps for enterprise applications.
- Translate business objectives into actionable technology initiatives and product priorities.
- Provide architectural leadership for modernization, cloud adoption, system integrations, and digital transformation efforts.
- Collaborate with managed service providers, architects, developers, security teams, and business stakeholders to ensure successful solution delivery.
- Evaluate technical designs, integration patterns, scalability considerations, and platform constraints.
- Identify and mitigate technical risks, dependencies, and performance concerns.
- Ensure adherence to architecture standards, security requirements, compliance mandates, and best practices.
- Support enterprise application environments including financial, payroll, human resources, and ancillary systems.
- Review and approve technical deliverables, architecture documentation, security plans, disaster recovery plans, and technology roadmaps.
- Lead planning and coordination of platform upgrades, application enhancements, and infrastructure improvements.
- Participate in procurement activities by providing technical expertise, solution evaluations, and specification development.
- Support IT control audits, compliance initiatives, and governance activities.
- Maintain architecture, integration, configuration, and change management documentation.
- Monitor service levels, operational performance, and technical support processes.
- Ensure digital products and content comply with WCAG 2.1 accessibility standards.
- Serve as a subject matter expert for identity management, segregation of duties (SoD), access governance, and security controls.
- Perform technical oversight of managed services providers and outsourced technical teams.

12+ years of experience supporting Texas state government technology environments.
12+ years of experience supporting enterprise application systems and technical operations.
12+ years of experience developing and managing strategic technology roadmaps.
10+ years of experience delivering executive-level presentations and communications.
10+ years of technical project management experience supporting large enterprise programs.
10+ years of experience with vendor management and contract compliance oversight.
10+ years of experience with data integration, data quality, and Software Development Life Cycle (SDLC) methodologies.
10+ years of experience with IT security controls and governance practices.
10+ years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle databases.
10+ years of experience supporting large-scale CAPPS production and deployment environments.
8+ years of experience with IT service management and ITIL methodologies.
5+ years of experience with Segregation of Duties (SoD) administration in multi-tenant software environments.
2+ years of experience serving in a technical product leadership role overseeing managed services providers and outsourced teams.
Preferred Qualifications:
Experience with software and hardware management best practices.
Experience supporting statewide financial systems and legacy enterprise platforms.
Experience developing technical specifications for technology procurements.
Knowledge of Agile delivery methodologies.
Knowledge of NIST and other information security frameworks.
Experience gathering business requirements for large-scale initiatives.
Strong written, verbal, presentation, and stakeholder management skills.
