Position Summary

The ServiceNow SPM/ITFM Solution Architect configures, implements, and operationalizes the ServiceNow capabilities that enable governance, portfolio, and financial management outcomes. The role delivers a ServiceNow Strategic Portfolio Management (SPM) and Financial Management environment configured for the customer's governance structures and processes; integrates ServiceNow data with reporting and analytics tools; and implements AI-enabled decision support. The Architect works within an integrated operating environment, interfacing with the customer's existing enterprise ServiceNow contractor to expand adoption while avoiding duplication, and configures the platform so that the client's staff can maintain it with minimal contractor dependency.

Key Responsibilities
  • Configure and operationalize ServiceNow SPM to support demand intake and prioritization, portfolio planning and governance workflows, investment lifecycle visibility, resource and capacity planning, and performance management - configured governance structures and processes.
  • Configure ServiceNow Financial Management to provide lifecycle cost visibility, budget planning and tracking, cost allocation and reporting, and variance and accrual tracking, integrated with portfolio and investment data.
  • Design and configure data models, workflows, and governance controls that align to CIOO governance processes - supporting intake, prioritization, and funding workflows; enabling traceability across the investment lifecycle; and establishing naming conventions, version-control standards, roles, permissions, and access controls.
  • Build integrated reporting and analytics capabilities, including governance, financial, and portfolio performance dashboards, and integrate ServiceNow data with reporting tools (e.g., Power BI) so staff can maintain dashboards independently.
  • Implement AI-enabled decision-support capabilities that enhance demand intake analysis, investment prioritization, portfolio insights, value-realization tracking, governance decision support, and financial forecasting.
  • Maintain a coordinated, integrated ServiceNow operating environment that avoids duplication with the enterprise ServiceNow SPM implementation, supports unified backlog management, and enables governance workflows across CIOO stakeholders.
  • Interface with the FDIC's existing enterprise ServiceNow contractor to expand adoption of ServiceNow, and support user acceptance testing, operational adoption, and self-sufficiency.

Required Qualifications
  • Bachelor's degree in information technology, computer science, information systems, or a related field.
  • Five (5) or more years of experience configuring and implementing ServiceNow, including hands-on experience with Strategic Portfolio Management (SPM) and/or IT Financial Management modules.
  • Demonstrated experience with data modeling, workflow design, and configuration of roles, permissions, and access controls aligned to organizational governance.
  • Experience integrating ServiceNow data with business intelligence/analytics tools (e.g., Power BI) and building dashboards and automated reporting.
  • Experience configuring solutions for self-sufficiency, including documentation, user acceptance testing, and knowledge transfer enabling client staff to maintain the platform.

Preferred Qualifications
  • ServiceNow certifications, such as Certified System Administrator (CSA) and SPM/ITBM or IT Financial Management implementation specialist credentials.
  • Experience coordinating with multiple vendors in a shared or enterprise ServiceNow environment.
  • Familiarity with AI productivity tools (e.g., Microsoft Copilot) and their integration into governance and financial workflows.
  • Experience supporting a federal or financial-regulatory IT organization.
