Qualifications/Requirements:

Serves as a Senior Systems Engineer and a Supervisor within the Air Base Air Defense portfolio. Primary responsibility is for the supervision of majority of the EN staff within the ABAD program office. Individual ensures junior staff is mentored and has appropriate technical knowledge training. Supports the ABAD Chief Engineer in the integration, production and sustainment of ABAD system of systems to meet the warfighters' needs. Implements full lifecycle engineering practices including Model Based System Engineering, Agile Engineering, and continuous warfighter feedback to build and deliver relevant products to meet warfighter needs and challenge adversary advantages.

MISSION: Oversee Air Force acquisition workforce policy and strategic planning as well as training, development management of civilian and military acquisition resources.

ORGANIZATION GOALS: Develop and rapidly field operationally oriented capabilities of selected, Headquarters Air Force (Secretary of the Air Force and Chief of Staff of the Air Force) directed projects in response to Combat Air Force and Combatant Commander needs. Conduct independent operational and technological assessments of DoD weapon system capabilities and vulnerabilities.

DUTIES:

Leads a diverse team of government employees, government support contractors, and other stakeholders in developing, integrating, and implementing technical solutions to diverse, highly complex problems, promoting teamwork, and solving broad organizational issues to ensure a flexible, low-risk approach and on-time delivery of the Air Based Air Defense Weapon System.

Supports the ABAD Chief Engineer to provide program leadership and technical guidance on architecture governance and development activities, to include management/oversight of model content and profile development.

Engages Prime Contractors in engineering; concept planning; design and development; integration, evaluation, and auditing of architecture content; identifies and resolves highly complex technical problems related to Model Based Systems Engineering.

Monitors schedule, cost, performance, and acquisition requirements for programs within the CRC Program Office and assists in resolving issues encountered throughout the acquisition process.

SKILLS:

Experience with systems engineering, specifically complex system architecture, that includes evaluating risks for a large and complex program, is required.

5-10 years of relevant engineering experience.

Strong technical skills in engineering sufficient to serve as a senior subject matter expert able to identify technical gaps and deficiencies in contractor deliverables that will require attention for the next iteration are highly valued.

Leadership and mentoring skills to guide and develop team members across the C3BM Directorate in pursuit of program objectives and milestones are strongly preferred.

System architecture design, Unified Modeling Language (UML), Systems Modeling Language (SysML) familiarity, Unified Architecture Framework (UAF), and Cameo modeling experience are highly desired.

Depth of experience in integrating systems engineering efforts from multiple teams within an enterprise is highly valued.

Breadth of engineering experience is preferred.

EDUCATION REQUIREMENTS:

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Official transcripts may be required.

This position is covered by the Acquisition Professional Development Program (APDP). The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

This is a supervisory position. This announcement may be used to fill multiple vacancies, and incentives may be offered. Paid PCS may be offered/funded by the Career Field Team. References may be requested which will be used to verify information provided by candidates.

Must be able to obtain and maintain a Top Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

Employee must have graduated with a Bachelor's degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited program.

In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management "Practitioner" certification category within the required timeframe after appointment.

This may be a drug testing designated position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.

Relocation costs or other incentives may be available and considered by the organization.

The employee may, within 30-days of assuming this position and by 31 October annually, thereafter, by required to file an OGE-450, Confidential Financial Disclosure Report.

Full time telework or remote telework is not authorized for this position. Situational telework will be authorized on case-by-case basis according to organizational internal policies.
