Overview

The Business Analyst IT serves as a key liaison between business stakeholders, Information Technology teams, and external service providers. This individual will develop a strong understanding of assigned business processes and the systems and applications supporting those processes.

The Business Analyst will gather, analyze, and document business requirements for new applications, system enhancements, and process improvements. This person will work closely with business leaders, Solution Architects, Project Managers, technical teams, and vendors to ensure proposed solutions meet both functional and non-functional requirements.

The ideal candidate combines strong business acumen, technical understanding, process analysis, and stakeholder communication skills. Success in this position requires the ability to translate business needs into clear system requirements while supporting projects throughout design, testing, implementation, and adoption.

Key Responsibilities Business Requirements & Process Analysis
  • Facilitate discovery sessions with business stakeholders to understand business needs, workflows, challenges, and desired outcomes.
  • Gather, analyze, and document functional and non-functional requirements for new applications, system enhancements, and process improvements.
  • Develop detailed business requirements that provide traceability through solution design, development, testing, and implementation.
  • Evaluate current business processes and identify opportunities to improve efficiency, performance, controls, and user experience.
  • Translate business requirements into clear system, application, and process specifications.
  • Create process flows, functional documentation, use cases, user stories, acceptance criteria, and other project deliverables.
  • Ensure business requirements are complete, accurate, testable, and clearly understood by technical and business teams.
Solution Design & Delivery
  • Partner with Solution Architects and technical teams to confirm proposed solutions meet documented business requirements.
  • Participate in solution design sessions and provide business and functional guidance throughout the project lifecycle.
  • Support projects through requirements analysis, design, development, testing, implementation, and post-production support.
  • Assist with evaluating the feasibility, cost, resource requirements, and business value of incoming technology requests.
  • Support the development of business cases used to recommend process improvements or technology investments.
  • Provide functional support during system configuration, integration, and implementation activities.
  • Contribute to the development of functional training materials, process documentation, and user support resources.
Testing & Implementation
  • Develop requirements and acceptance criteria that can be traced directly to test cases.
  • Coordinate user acceptance testing with business stakeholders.
  • Assist with developing test scenarios, documenting results, managing defects, and confirming issue resolution.
  • Ensure delivered solutions meet agreed-upon functional and non-functional requirements.
  • Support implementation readiness, business adoption, training, and change management activities.
Stakeholder & Vendor Management
  • Build collaborative relationships with business partners, cross-functional IT teams, and external vendors and service providers.
  • Serve as a primary point of communication between business stakeholders and technical delivery teams.
  • Provide clear updates regarding application maintenance, enhancements, projects, risks, issues, and delivery timelines.
  • Provide business and functional guidance to Project Managers, Team Leads, internal team members, service providers, and approved subcontractors.
  • Facilitate meetings, workshops, interviews, and presentations involving both technical and non-technical stakeholders.
  • Assist with managing relationships across Delta Utilities, business functions, and external technology partners.
Demand Management & Continuous Improvement
  • Play a key role in the IT demand management process by helping evaluate, document, prioritize, and route business requests.
  • Partner with Business Functions, Enterprise Architecture, Applications, Infrastructure, and other IT teams to evaluate incoming requests.
  • Help maintain a business-aligned portfolio of technology projects and an IT roadmap.
  • Assist with developing financial, resource, and delivery estimates for proposed initiatives.
  • Support the prioritization and implementation of solutions that address changing business requirements.
  • Contribute to continuous improvement initiatives across business processes, applications, and IT delivery practices.
Required Skills & Experience
  • Three to five years of experience as a Business Analyst, IT Business Analyst, Functional Analyst, or similar role.
  • Strong business acumen with substantial experience analyzing business processes, workflows, and technology requirements.
  • Experience gathering and documenting functional and non-functional requirements.
  • Experience translating business needs into system requirements, process designs, use cases, user stories, or functional specifications.
  • Experience supporting technology projects through analysis, design, testing, implementation, and adoption.
  • Experience coordinating user acceptance testing and working with business stakeholders to validate solutions.
  • Familiarity with Waterfall, Iterative, and Agile project delivery methodologies.
  • Strong process orientation, analytical thinking, and problem-solving skills.
  • Ability to interpret technical information and communicate it clearly to business stakeholders.
  • Strong meeting facilitation, presentation, written communication, and verbal communication skills.
  • Ability to manage multiple priorities and deliver quality work within tight deadlines.
  • Ability to work independently in high-priority or time-sensitive situations.
  • Strong organizational skills and attention to detail.
  • Ability to work cooperatively and creatively across business functions and technical teams.
  • Demonstrated leadership, adaptability, and openness to feedback.
  • Strong interpersonal, relationship-management, and conflict-resolution skills.
  • Understanding of business case development and justification methods used to recommend process improvements or technology enhancements.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Visio.
Education Requirements
  • Bachelor's degree in Information Systems, Business Administration, Information Technology, or a related discipline strongly preferred.
  • Equivalent professional experience may be considered in place of a degree.
Preferred Qualifications
  • Previous experience working within the utility, energy, or regulated services industry.
  • Experience supporting enterprise applications and complex business processes.
  • Experience working with Solution Architects, application teams, infrastructure teams, vendors, and external service providers.
  • Experience supporting demand management, project portfolio planning, or technology roadmap development.
  • Knowledge of IT service management practices and continuous improvement methodologies.
Preferred Certifications
  • Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or a related business analysis certification.
  • ITIL certification or demonstrated knowledge of ITIL practices.
