Job Title: Senior Business Analyst / Scrum Master
Location: Austin, Texas (Hybrid)

Position Overview
8+ years experience, senior-level analyst who independently performs complex tasks with creativity/latitude, minimum 5 years as liaison between business community and IT teams. Strong Data Analyst (raw data analysis) and Business Analyst (requirements gathering, technology understanding) skills. PMP a huge plus. Supports State Health Analytics Reporting Platform (SHARP) expansion by serving as Business Analyst, Quality Assurance, Scrum Master, and project manager. Acts as primary contact between in-house team, vendor sprint team, and program area. Manages schedule, budget, and scope.
Key Responsibilities
- Review/analyze/evaluate business systems/user needs, formulate systems aligned with strategies
- Conduct business process reengineering, identify technology solutions for business problems
- Serve as Scrum Master: lead meetings, status updates, project reporting with program/vendor teams
- Manage enterprise-scale data management projects using Agile methodologies
- Perform BA tasks (requirements, documentation), QA testing, data analysis
- Manage project schedule, budget, scope for SHARP reporting/analytics expansion
Candidate Skills and Qualifications
Minimum Requirements (8+ Years Experience)
- 8+ years Project Management.
- 8+ years Managing enterprise scale data management projects.
- 8+ years Managing agile projects at state/federal government agencies or similar.
- 8+ years Business Analysis.
Preferred Qualifications
- 5+ years Knowledge/experience with project management systems like Jira.
- 5+ years Quality Assurance.
- 5+ years Data Analysis.
- 3+ years Experience creating Texas Project Delivery Framework deliverables.
- 1+ year Certified Scrum Master (CSM), PMI-ACP, or other Agile certifications.
