Summary

Role: Business Analyst

Work location: Austin, TX

Duration: 4 Months

Responsibilities:

  • Review, analyze, and evaluate business systems and user requirements to support organizational goals.
  • Formulate system solutions aligned with overall business strategies.
  • Perform business process reengineering (BPR) to improve operational efficiency.
  • Identify and recommend technology solutions for business problems.
  • Use industry-standard business process mapping techniques to analyze and redesign workflows.
  • Prepare solution alternatives, risk assessments, and financial analyses including cost/benefit analysis, ROI, and buy vs. build decisions.
  • Document detailed business requirements, user needs, program functions, and system development steps.
  • Participate in a major system modernization project for developing a new Medicaid application.
  • Provide project and product oversight for Medicaid IT-contracted systems and integrated projects.
  • Support documentation management and application functionality delivery for Medicaid IT systems.
  • Assist in developing standardized processes and documentation to align with agency goals for an integrated technology solution.

Required Experience:

  • 8+ years: Coordinate with external vendors to complete projects and service requests, including defining, assigning, and evaluating vendor deliverables.
  • 8+ years: Develop and review project artifacts such as requirements documentation, traceability matrices, test cases, design documents, and technical specifications.
  • 8+ years: Analyze systems, troubleshoot issues, and support implementation of technical solutions.
  • 8+ years: Manage project scope, acceptance, deployment activities, and monitor system integration and user acceptance testing (UAT).
  • 8+ years: Identify potential project risks and challenges, and design mitigation strategies to address them.
  • 8+ years: Analyze HHS policies, procedures, and standards to determine their impact on automated systems and system functional areas.

Preferred Experience:

  • 3+ years: Experience using Azure DevOps Server (TFS) to create, manage, and maintain requirements throughout the development lifecycle.
  • 3+ years: Experience working in an Agile environment, preferably Scaled Agile Framework (SAFe).
  • 3+ years: Experience using Microsoft Office, Microsoft SharePoint, and Microsoft Copilot.
  • 3+ years: Understanding of enterprise system components including user interfaces, data layers, infrastructure, integrations, business rules engines, and workflow orchestration; familiarity with Microsoft Azure solutions preferred.
  • 3+ years: Experience with client's processes, including Texas Medicaid and CHIP systems.
  • 3+ years: Experience updating portfolio project management tools and managing state-level major information resource project documentation.
