Job Overview

The Business Analyst will support a large-scale modernization initiative focused on Medicaid and Integrated Eligibility Systems. The project involves enterprise data integration, application modernization, cloud foundation, mainframe assessment, product backlog development, and program governance.

Key Responsibilities

• Gather, document, maintain, and prioritize business and system requirements.
• Create and maintain user stories, acceptance criteria, design documents, and requirements traceability.
• Develop and document business processes and process maps.
• Work closely with business stakeholders, system owners, end users, developers, and project teams.
• Conduct research and data analysis to identify business and system solutions.
• Analyze business processes and recommend improvements.
• Support Agile delivery and participate in Agile ceremonies.
• Facilitate communication between business and technical teams.
• Support project governance, reporting, documentation, and project activities.
• Work with stakeholders and decision-makers to define business needs and solutions.
• Support business case development, including cost/benefit and risk/impact analysis.
• Drive continuous improvement of business processes and supporting technologies.

Required Skills & Experience

• 8+ years of experience working with large, complex IT systems.
• 8+ years of experience in requirements gathering, user stories, acceptance criteria, and design documentation.
• 8+ years of experience with SDLC and system development methodologies.
• 8+ years of stakeholder management and prioritization experience.
• 8+ years working within project governance structures.
• 6+ years of experience working in an Agile environment.
• 5+ years of experience with ALM tools such as Azure DevOps, TFS, VSTS, Jira, or IBM RTC.
• 5+ years of experience with Microsoft SQL Server Management Studio or relational databases.
• Experience with process mapping, facilitation, data gathering, and analysis.
• Experience with data modeling, information management, or architecture analysis.
• Strong communication and stakeholder management skills.
• Proficiency with Microsoft Excel, Word, PowerPoint, and Visio.
• Experience providing consulting services to government entities.
• Bachelor's degree in Business, Management Information Systems, or a related field, or equivalent relevant experience.
