Job Summary

We are seeking a Technical Project Manager / Delivery Lead to manage multiple large-scale, cross-functional technology programs simultaneously. In this role, you will lead enterprise Agile transformation initiatives, oversee modern cloud data platforms, and drive healthcare interoperability, compliance, and regulatory programs. You will leverage Azure DevOps and scale Agile frameworks (SAFe) to streamline delivery, manage program finances, and partner with executive leadership.

Key Responsibilities

Program & Delivery Management:

• Manage multiple large-scale, cross-functional technology programs from inception through delivery.
• Lead enterprise Agile transformation initiatives, coaching teams on Scrum, Kanban, Lean, and SAFe practices.
• Use Azure DevOps for end-to-end Agile planning, backlog grooming, release tracking, and delivery metrics.

Healthcare Data & Interoperability:

• Support healthcare interoperability and regulatory initiatives, including FHIR, CMS Reporting Requirements, HEDIS, and Healthcare Data Exchange Standards.
• Oversee enterprise data modernization programs involving Azure Cloud, Databricks, Snowflake, data lakes, and high-volume analytics platforms.

Governance & Operations:

• Enforce robust data governance, data quality, data integration, and compliance principles across all delivery streams.
• Manage program budgets, financial tracking, resource allocation, and vendor alignment.

Executive Leadership & Change Management:

• Prepare executive-level status reports, KPI dashboards, and deliver presentations to senior stakeholders.
• Drive organizational change management, eliminate delivery blockers, and lead cross-team conflict resolution.

Educational & Certification Qualifications:

• Education: Bachelor's degree in computer science, Engineering, Information Systems, Healthcare Informatics, or a related field.
• Certifications (Must hold at least one): PMP, PgMP, PMI-ACP, Certified Scrum Master (CSM), SAFe Agilist (SA), or SAFe Program Consultant (SPC).

Mandatory Requirements:

• Experience: 14+ years of experience in Technical Program Management, Project Management, or Delivery Leadership.
• Agile Expertise: Hands-on experience driving enterprise Agile transformations using Scrum, Kanban, Lean, and SAFe frameworks.
• Tooling: Deep proficiency using Azure DevOps for delivery tracking and release management.
• Domain Expertise: Demonstrated success leading healthcare technology, healthcare data systems, and regulatory/compliance programs (CMS/HEDIS/FHIR).
• Data Platform Exposure: Solid delivery experience with Azure Cloud, Databricks, Snowflake, and Cloud Data Lakes.
