Summary
MTA IT's Portfolio and Program Management job family comprises empowered, multi-functional individuals who focus on overseeing product management and development programs within the organization, from strategy to delivery. These individuals are also responsible for managing all projects and programs to ensure that transportation is effective and secure, and back-end information systems are operational to support MTA goals and priorities. This role works closely with developers, designers, operational teams, cybersecurity teams, and testers to help shape the product's features and roadmap by conducting market and customer research, gathering business and technical requirements, and monitoring performance. The work of this role will directly contribute to delivering a product & services that meets customer needs and drives business growth. For the initial development and phased lifecycle transitions of IT products and/or services, identifies affected stakeholder groups and develops user stories with traceability to source. Facilitates the prioritization of requirements and the scoping of minimum via products. Develops service/product descriptions and helps maintain service/product catalogs. Evaluates progress against IT product goals, capabilities, and value realization. Leads the development of business cases for small-sized projects. May serve as project leader for small-sized IT projects.
Responsibilities
- For the initial development and phased lifecycle transitions, identifies affected stakeholder groups and develops user stories and acceptance criteria for product backlog, with traceability to source.
- Facilitates the prioritization of requirements and the scoping of business requirements, scheduling, and budgeting.
- For IT projects/products of low impact/complexity, leads project development from conception through implementation using agreed project framework, methodology, and tools.
- May serve as project leader for small-sized IT products/projects.
- May analyze business operations to identify process improvement opportunities, and model current and desired scenarios for stakeholder review, consideration, and approval
- Develops service/product descriptions and helps maintain service/product catalogs.
- Facilitates the execution of resourcing activities in collaboration with delivery team managers.
- Analyzes market trends and customer behavior to drive feature development and product improvements.
- Supports the development of customer journey maps and roadmaps .
- Collaborates closely with product & operational leads, cyber risk management, developers, and designers to implement product enhancements based on business requirements.
- Actively participates in agile ceremonies.
- Develops effective reports and documents to communicate findings and analysis to product team and business stakeholders.
- Works closely and directly with design and engineering teams to deliver solutions that have demonstrable and measurable impact and determine the best technical implementation methods to achieve our customer and business objectives.
- Serves as an advocate for product management best practices, that maximize the value of existing technology and methodologies, to enable the product team and the organization to operate more effectively as the organization scales.
- Partners with engineering, design, data, lifecycle, and member support teams to build software collaboratively and inclusively.
- Performs other duties as assigned

- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable

Required Qualifications
- Bachelor's Degree in Arts/Sciences (BA/BS)
- Minimum 3 years experience . An equivalent combination of education and experience may be considered in lieu of a degree.

- Prefer at least one certification in the current platform/domain/technical skill. Possible certifications could be, but are not limited to:
