CNO Software Developer

Our organization is in search of a CNO Software Developer who is both technically proficient and mission-driven to become part of our team in Columbia, MD.

In this position, you will be responsible for creating sophisticated CNO capabilities that play a vital role in national security. You will engage in a team-oriented atmosphere aimed at addressing intricate technical challenges that support our client's most essential missions.

• Technical Strategy & Leadership: Lead the architectural design and management of CNO capabilities throughout their lifecycle, implementing best practices for code quality, CI/CD pipelines, and automated testing frameworks to guarantee mission readiness and operational effectiveness.
• Strategic Product Ownership: Serve as the main technical point of contact between operational stakeholders and development teams, converting mission requirements into actionable, prioritized technical roadmaps that align with program increment goals.
• Security Engineering Oversight: Act as the Subject Matter Expert (SME) in defensive engineering and detection mechanisms, directing the integration of telemetry and validation environments to improve the accuracy of offensive-cyber testing.
• Mentorship & Capability Development: Foster a culture of technical excellence by guiding junior team members in low-level debugging, reverse engineering, and secure coding practices, while creating training materials that connect complex capability frameworks with practical end-user applications.
• Operational Collaboration: Facilitate swift triage and remediation efforts by working alongside multi-disciplinary teams including mission analysts and vulnerability researchers to enhance deployed capabilities and ensure they meet evolving mission requirements.
  

• A Bachelor s Degree in Computer Science or a related technical discipline (such as Information Systems or Network Engineering) from an accredited institution.

• At least 5 years of relevant technical experience in cyber software engineering or specialized technical roles. A Master s degree in a pertinent field may substitute for 2 years of experience.

• A minimum of 2 years of experience leading technical projects, managing engineering workflows, or acting as a Tech Lead across multiple concurrent software development initiatives.

• Proficiency in programming languages such as C, C++, Go, Java, or Python.

• Familiarity with networking concepts (TCP/IP) and socket-level programming.

• Experience with containerization technologies (Docker, Podman) and orchestration tools.

• Practical knowledge of virtualization technologies (ESXi, QEMU/KVM, VirtualBox, Hyper-V) and infrastructure-as-code tools (Vagrant, Terraform, Ansible).

• Experience with automated testing and continuous integration (CI/CD) pipelines designed for restricted software development environments.

• Ability to articulate complex technical requirements, systems architecture, and operational mission needs to both technical teams and non-technical leadership.

• Capability to convert highly technical capability frameworks into accessible and impactful training materials for a diverse audience with varying levels of technical expertise.

• Experience with low-level internals across one or more platforms (e.g., Windows, Unix, mobile, or network devices).

• Familiarity with reverse engineering tools (IDA/Ghidra).

• Experience with Atlassian tools (Confluence, Jira, Crucible).

• Understanding of the CNO environment.

• Strong analytical and problem-solving abilities.

• Experience in software troubleshooting and debugging.

• Must possess an active and current TS/SCI clearance, with eligibility for polygraph.

• Ability to remain in a stationary position for 50% of the time.
