Summary

Clearance: Active Secret or Above

Position Summary: Provide voice over internet protocol (VoIP) engineering to design, install,operate, upgrade, and troubleshoot VoIP and telephony systems. Familiarization with the AF Base Area Network (AFBAN), Military Unique Deployment Guide (MUDG), and STIG for VoIP/Network security implementation is required.

Essential Job Functions:
  • Shall design robust VoIP networks to meet Command and Control (C2) specifications, determine the lifecycle of VoIP systems and provide guidance to sustain and provide recommendations on end of life/end of support components.
  • Shall utilize all DoD/AF instructions and guidance consistent with emerging technology and industry practice.
  • Participate in working groups, technical conferences, and meetings as required to provide the Government feedback on technical areas
  • Evaluate base cable infrastructure to support VoIP services on an installation, provide recommendations and solutions to convert copper twisted pair transport to Internet Protocol (IP) using gateways or other technology.
  • Shall engineer, design, evaluate, install, upgrade, troubleshoot, and configure VoIP systems on AMC bases.
  • Deliver extensive knowledge of network segmentation in respect to VoIP to include Virtual LAN (VLAN) and Virtual Route Forwarding (VRF).
  • Utilize NetLaw and AF Base Area Network Functional Specification (AFBANFS) when considering VoIP design.
  • Provide engineering support for various systems/components that interface with the VoIP system to include E911, T-Metrics, Primary Rate Interface (PRI), Voice Protection System
  • (VPS), voice recorders (both analog and IP), Voice Mail, CAIRS, FAX Servers, PBX in use at billeting, Command Post PBX, Monoco paging, Various trunks (ISDN, TIE, FX, SIP and WATS),and Session Border Controllers (SBC).
  • Evaluate equipment components for functionality, interoperability, and integration with facility infrastructure to ensure compliance with DoD/AF instructions, guidance, and industry best practice; identify opportunities to replace or migrate to commercial-off-the-shelf
  • (COTS) products and practices as appropriate.
  • Provide engineering and migration support for legacy equipment, circuits, and systems this includes, but is not limited to, TDM to IP transitions,POTS reduction/elimination, fax reduction/elimination, 4-wire E/M, and other legacy technology.
  • Assist the government with interim solutions to transport TDM and Legacy circuits over IP.
  • Evaluate, identify, and document changes regarding power for telecommunications and integrated data and video components/systems
  • Analyze the uninterruptible power supply (UPS) sizing and capabilities to support existing and future requirements.

Education/Certifications:
  • Experience with CISCO and Avaya VoIP systems
  • Either Avaya or CISCO certifications desired
Required Knowledge/Experience:
  • Possess knowledge on Voice Carrier Grade Telephony Systems including new systems and technology to implement Unified Communications, and associated supporting infrastructure
  • Skilled in VoIP system design (Secure and Non-Secure), converge networks from design to implementation
  • Experience to deliver uninterruptible Power Supplies to include battery/inverter/rectifier plants for telephony
  • Skilled to manage Inside Plant infrastructure to include frame rooms, Defense Red Switching
  • Network (DRSN) Classified Voice Systems, Inside Plant (ISP), Building Wiring, BICSI Standards,
  • UC Technology and Equipment, IP Technologies to include IPv6
  • Knowledge on Session Border Controllers (SBC) and Session Initiation Protocol (SIP) Trunks
  • Experience with utilizing Voice cloud services is desired
