About the Role

We are seeking an experienced Federal Business Development Manager to lead opportunity identification, capture planning, and proposal strategy for U.S. government contracts. The ideal candidate has deep expertise in federal procurement, strong industry relationships, and a proven track record of winning government contracts.

Key Responsibilities

Strategic Business Development & Capture Planning

• Identify and pursue federal contracting opportunities aligned with company capabilities.

• Develop and execute comprehensive capture strategies to increase win probability (Pwin).

• Analyze procurement forecasts, agency spending trends, and competitor positioning.

• Maintain strong relationships with key federal agencies, including contracting officers, program managers, and OSDBUs.

Customer & Partner Engagement

• Conduct targeted outreach to federal agencies to shape upcoming opportunities.

• Build and manage relationships with prime contractors, small business partners, and government stakeholders.

• Schedule and lead capability briefings and networking meetings to position the company for future contracts.

• Attend industry events, conferences, and government forums to expand market presence.

Proposal Development & Management

• Collaborate with proposal teams to develop winning proposals in response to RFPs, RFIs, and Sources Sought notices.

• Provide strategic input into technical solutions, pricing models, and competitive differentiators.

• Ensure compliance with all federal acquisition regulations (FAR/DFARS) and solicitation requirements.

• Lead color team reviews and proposal strategy discussions.

Pipeline & Market Intelligence

• Utilize SAM.gov, FPDS, USAspending, GovWin, BGov, and agency forecasts to track upcoming opportunities.

• Develop and maintain a government contracting pipeline with accurate revenue forecasting.

• Prepare and present business development reports, capture plans, and market analysis to senior leadership.

• Monitor contract vehicles (GWACs, IDIQs, BPAs) and assist in positioning for key contract awards.

Required Qualifications

• **Education:** Bachelor’s degree in Business, Government Affairs, Public Administration, or a related field. Equivalent experience will be considered.

• **Experience:**

• • 5-10 years of experience in federal business development, capture management, or government contracting.

• • Proven track record of identifying, pursuing, and winning federal contracts.

• • Strong understanding of federal procurement regulations, contract vehicles, and agency procurement processes.

• **Skills:**

• • Proficiency in GovWin, BGov, FPDS, USAspending, Capture2Proposal, or similar tools.

• • Excellent relationship-building skills with federal agency stakeholders and teaming partners.

• • Strong proposal development skills, including strategic messaging, pricing strategy, and compliance oversight.

• • Ability to manage multiple capture efforts and proposals simultaneously.

Preferred Qualifications

• • Existing relationships with key federal agencies (DoD, DHS, GSA, HHS, etc.).

• • Experience leading IDIQ, GWAC, and large contract vehicle pursuits.

• • Knowledge of small business set-asides (8(a), SDVOSB, HUBZone, WOSB) and Mentor-Protégé programs.

• • Background in federal IT, logistics, professional services, or infrastructure contracts.
