Job Description:
Candidate will work on existing and new initiatives including Assessment Management System, Telecommunication Company Information, Pipeline Audit System (PAS), Document and Matter Management (DMM), and 753 Enforcement support, enhancements, and development efforts.
Responsibilities:
- Gather, analyze, and document business requirements by collaborating with DPS program staff, business stakeholders, and external entities.
- Lead business process reengineering sessions and present As-Is and To-Be system states.
- Perform end-to-end technical analysis and design for complex enterprise systems.
- Develop technical specifications, system architecture maps, UML diagrams, DFDs, and ERDs.
- Reverse-engineer legacy MS Access databases, including tables, relationships, queries, forms, macros, and VBA modules.
- Identify data integrity issues and design normalized relational database schemas up to 3NF for SQL Server and Oracle.
- Act as a technical liaison between business stakeholders, software vendors, application developers, and DBAs.
- Translate business rules, compliance logic, and workflows into technical requirements, pseudocode, database constraints, and system logic.
- Analyze and design system integrations, web services, and APIs.
- Support integrations with enterprise Document Management Systems such as IBM FileNet and external agency databases.
- Develop data migration strategies, data mapping matrices, and ETL specifications.
- Write and execute complex SQL queries, including multi-table joins, subqueries, and analytical functions.
- Perform data validation, migration validation, SIT, and backend troubleshooting.
Mandatory Requirements:
- 12+ years of experience specializing in analysis, design, and implementation of information systems.
- Experience assessing information systems against intended business outcomes.
- Experience liaising with end users, software vendors, programmers, and business stakeholders.
- Strong business analysis and systems design experience.
- Experience identifying organizational improvements and designing technology solutions to support business transformation.
- Experience supporting organizational change and training/motivating users.
Required Experience:
- 84 months experience with internal and external stakeholder communications and outreach, including developing presentations and materials focused on rethinking core business processes and envisioning reengineered environments.
- 84 months experience as a Lead Systems Analyst or Systems Architect directing end-to-end technical analysis, design, and optimization of complex enterprise systems.
- 84 months experience using advanced systems modeling methodologies, including UML, DFDs, and entity-relationship modeling, for As-Is/To-Be analysis, technical gap analysis, system workflows, and technical specifications.
- 84 months experience working on Business Requirements Projects as a Lead Analyst, including gathering and documenting business process requirements for new applications.
- Experience with logical and physical data modeling and data normalization up to 3NF.
- Experience transforming flat-file or legacy database structures into enterprise relational database schemas using platforms such as SQL Server and Oracle.
