Join our Global RFx Center of Excellence as a Bid Manager leading the end-to-end development of public sector proposals. In this role, you will play a central part in driving business growth across cloud Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) offerings by crafting compelling, fully compliant bid responses for state, local, and federal solicitations.

responsibilities:
Independently manage the end-to-end bid process for public sector RFIs, RFPs, tenders, and unsolicited proposals across SaaS/PaaS, education, and non-profit lines of business.
Schedule and facilitate strategy and kick-off calls with cross-functional Subject Matter Experts (SMEs), legal, security, and sales teams.
Conceptualize, write, edit, and structure compliant, compelling response content (general, functional, and technical) from boilerplate libraries, AI tools, or from scratch.
Develop detailed bid schedules and response plans while managing multiple concurrent proposal deadlines and tracking content preparation.
Curate, update, and maintain a centralized library of completed public sector responses, proposal boilerplates, and local market tender content.
Participate in Go/No-Go opportunity evaluations, draft clarification questions for procurement officials, and track all solicitation amendments.
Conduct post-bid After Action Reviews (AARs) and debriefs to identify process efficiencies and enable continuous improvement across the global RFx team.
qualifications:
Bachelor's degree in Business, Communications, Computer Science, or a related field.
5+ years of experience leading public sector proposal and bid management efforts in the technology industry.
5+ years of technical writing experience focused on SaaS, PaaS, or IaaS cloud solutions.
High proficiency in both Microsoft Office Suite and Google Workspace tools.
Located in Central US (Texas area preferred) to support AMER and APAC region tenders.
PREFERRED QUALIFICATIONS
Experience with proposal automation tools (Responsive, Loopio, Qvidian).
APMP or PMP certifications.
Familiarity with Salesforce ecosystem or similar enterprise cloud platforms.
