Overview

The Workforce Modeling & Data Analyst will serve as a mid to senior-level analytic resource supporting development of the Human Capital Strategic Plan, Human Capital Operating Plan, and Workforce Growth Plan. The analyst will interpret workforce staffing model data, historical workforce information, predictive analytics outputs, labor market inputs, and stakeholder-provided information to develop annual staffing targets, workforce projections, dashboards, and model-driven analytic products. This role will translate data into practical workforce planning insights that support staffing targets, surge and readiness requirements, workforce growth recommendations, performance monitoring, and senior leadership decision-making.

The selected individual will have the option to work remotely however will need to be local for onsite mandatory meetings in D.C.

Note** This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.

Responsibilities

The analyst will review background documentation and workforce data, identify gaps in available information, and document sources, assumptions, limitations, and methodologies used in the analysis. The analyst will develop staffing tables by job category and year, summarize planned growth and surge requirements, and prepare dashboards, briefing materials, and analytic narratives that support the Workforce Growth Plan, the environmental scan and workforce analysis sections of the HCSP, and the metrics and workforce risk elements of the HCOP. The analyst will also support analysis of workforce demographics, attrition and retirement projections, hiring trends, skills gaps, geographic staffing challenges, labor market conditions, and other factors needed to produce actionable, measurable, data-informed deliverables.

Qualifications

  • The minimum qualifications for this role include a bachelor's degree in human capital analytics, workforce planning, statistics, economics, public administration, business analytics, data science, industrial-organizational psychology, human resources, or a related discipline.
  • The candidate should have mid to senior-level experience supporting workforce analytics, workforce planning, staffing projections, data visualization, organizational planning, or related human capital analysis.
  • The candidate must be able to analyze workforce information, develop tables and dashboards, document analytic assumptions, and convert data findings into executive-ready planning recommendations.
  • Familiarity with federal human capital programs, staffing, recruitment, retention, workforce planning, or mission support operations is strongly preferred.

Desired Qualifications

  • The ideal candidate will hold a master's degree in analytics, workforce planning, public administration, human resources, organizational development, industrial-organizational psychology, statistics, or a related field.
  • The ideal candidate will have senior-level experience supporting federal workforce planning or human capital strategy engagements, including development of annual and multi-year workforce projections for complex organizations.
  • Experience using predictive analytics, trend analysis, attrition modeling, retirement eligibility analysis, labor market analysis, scenario planning, Power BI, Tableau, Excel, statistical software, or comparable visualization and analytic tools is highly desirable.
  • Experience supporting law enforcement, DHS, national security, or other federal operational workforce environments would further strengthen alignment to the solicitation.
