Position Overview
Reporting to the State Functional Manager, you will lead efforts to transform the current application's user interface into an interactive, self-guided experience. The focus is primarily on the financial modules of the South Carolina Child Support Application. You must be able to work independently to analyze inefficiencies, design optimized workflows for high-stakes financial processes, and translate complex business requirements into actionable system enhancements.
Key Responsibilities
- Workflow Optimization: Analyze existing financial workflows to uncover pain points and design optimized processes for complex activities (order entry, financial adjustments, etc.).
- UI/UX Enhancement: Design self-guiding features, including step-by-step wizards, tooltips, and contextual assistance to improve usability and reduce the need for extensive training.
- Financial Analysis: Propose and design functionality for critical financial operations, including receipts, distribution, disbursements, and reconciliation.
- Stakeholder Engagement: Conduct interviews with stakeholders to gain a comprehensive understanding of business processes and ensure system alignment with state requirements.
- Testing & Collaboration: Partner with other Business Analysts to develop comprehensive test scenarios and cases, assisting in bug triage and functional testing.
- Functional Leadership: Lead functional meetings to review user-reported issues and align on priorities for future enhancements.
Required Skills & Experience
- Business Analysis: Minimum of 5 years of professional experience as a Business Analyst.
- Financial Operations: 5 years of experience working with financial systems (receipts, distribution, disbursements, recoupment, and/or reconciliation).
- Workflow Design: 5 years of experience in system enhancement and designing complex workflows.
- Stakeholder Management: 5 years of experience conducting stakeholder interviews and requirement gathering.
- Technical Skills: 5 years of experience with SQL Querying.
- Education/Experience Hybrid: A Bachelor's degree OR 5 years of specific experience working with Child Support Systems.
Preferred Qualifications
- Domain Expertise: Prior experience specifically with Child Support Systems (e.g., PACSS or similar state systems).
- Tools: Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager.
- Methodology: Familiarity with both Agile and Waterfall environments.
Academic Background: A degree focused on Finance or Information Technology.
