DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of 2 QA/Test Manager 3, hereafter referred to as Worker, who meets the general qualification of QA/Test Manager 3 and the specifications outlined in this document for the above-named customer.
The role of the software test manager is to lead the testing team. Test Manager plays a central role in the Team. The Test Manager takes full responsibility for the project's success. The role involves quality & test advocacy, resource planning & management, and resolution of issues that impede the testing effort..
Job Summary
The QA Lead will provide overall leadership for quality assurance strategy, planning, execution, and governance for a large-scale Electronic Health Record (EHR) SaaS implementation. This position requires strong experience in healthcare application testing, data migration validation, ETL testing, functional testing, integration testing, regression testing, user acceptance testing (UAT) support, defect management, vendor coordination, and stakeholder reporting. The ideal candidate will ensure that EHR workflows, data conversion activities, SaaS configuration changes, interfaces, and vendor releases meet business, clinical, regulatory, audit, and project delivery standards.
The QA Lead will work independently with minimal supervision while coordinating closely with program leadership, IT teams, vendors, and business users. This role will help ensure the solution meets functional requirements, data integrity standards, security and privacy regulations, and applicable compliance mandates.
CANDIDATE SKILLS AND QUALIFICATIONS

- 11 years Required - Years of experience in QA/Test Lead or QA/Test Manager roles.
- 11 years Required - Hands-on experience with data validation, data migration, and ETL testing.
- 11 years Required - Experience leading functional testing across EHR modules, including clinical, scheduling, orders, medications, documentation, and billing, with validation of end-to-end workflows across clinical and administrative roles.
- 11 years Required - Experience leading validation testing for data migration and conversion from legacy EHR and ancillary systems, including validation of patient, clinical, pharmacy, billing, and historical records for accuracy, completeness, and reconciliation.
- 11 years Required - Experience in ensuring SaaS configuration changes and vendor releases is fully tested.
- 11 years Required - Coordinating testing of interfaces, inbound/outbound data feeds, and downstream reporting impacts.
- 11 years Required - Creating and maintaining test plans, test cases, traceability matrices, and test evidence.
- 11 years Required - Coordinating testing activities with vendors and multidisciplinary teams.
- 11 years Required - Proficiency with test management tools such as Azure DevOps, ALM, or Jira.
- 11 years Required - Create and maintain test plans, test cases, traceability matrices, and test evidence.
Preferred Qualifications
- 6 years Preferred - Prior experience with EHR implementations (clinical, pharmacy, billing workflows).
- 6 years Preferred - Knowledge of healthcare data standards such as HL7, FHIR, CCD/A, ICD, and CPT, as applicable.
- 6 years Preferred - Understanding of HIPAA, privacy, security, and government healthcare compliance requirements.
- 6 years Preferred - Experience supporting state or public sector healthcare systems.
