JOB DESCRIPTION Position: Systems Analyst 3 - Full Stack Developer (Angular/Java)
I. DESCRIPTION OF SERVICES
The client requires the services of 3 Systems Analyst 3 positions (hereafter referred to as Candidate(s)). Candidates must meet the general qualifications for Systems Analyst 3, Applications/Software Development, along with the specific requirements detailed below.
All work products resulting from this engagement shall be considered works made for hire and shall remain the exclusive property of the client. The role may require candidates to successfully complete criminal background checks as permitted by applicable law. The client will not pay any fees for interviews or discussions conducted during the candidate selection process.
Key Responsibilities
- Understand business objectives and problems, identify alternative solutions, and perform studies and cost/benefit analyses.
- Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems.
- Confer with personnel in organizational units to review current operational procedures, identify issues, and document specific input/output requirements (including data input formats, summarization methods, and report formats).
- Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
- Review system capabilities, technical specifications, and scheduling constraints to determine feasibility of requested programs or changes.
Full Stack Developers (Angular/Java) will be responsible for building modern, scalable, cloud-native applications. This includes refactoring legacy monolithic systems into microservices, developing responsive and intuitive front-end interfaces, and delivering secure, observable, and high-performance backend services.
II. CANDIDATE SKILLS AND QUALIFICATIONS

Preferred Qualifications
- Experience refactoring monolithic applications into microservices
- Familiarity with observability tools (Application Insights, Prometheus, etc.)
- Experience with feature flags and progressive delivery
- Ability to produce clean, maintainable code and comprehensive technical documentation
- Active participation in Agile ceremonies and peer code reviews
III. TERMS OF SERVICE
Services are expected to start May 1, 2026 and are expected to be completed by August 31, 2026. Total estimated hours per Candidate shall not exceed 780 hours. This engagement may be amended, renewed, or extended by mutual written agreement.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated and approved in advance. Normal business hours are Monday through Friday, 8:00 AM to 5:00 PM, excluding company-observed holidays.
The primary work location is 4601 W Guadalupe St, Austin, Texas 78751. The position is Hybrid (on-site and telework). Any travel, per diem, parking, or living expenses are the responsibility of the Candidate/Vendor. All travel must receive prior written approval and will be reimbursed only at the rates and in accordance with the policies prescribed for the client s classified employees (original receipts required).
Candidates may be required to work outside normal business hours (weekends, evenings, or holidays) as needed. Such overtime must be pre-approved and will be paid at the quoted hourly rate for hours worked beyond 40 per week.
