- Validate application metadata such as ownership, BPG, support models, technical fit scores, and lifecycle attributes.
- Collect missing metrics including TCO, licensing details, vendor EoL dates, and support structures.
- Conduct targeted deep‑dive discovery sessions with application owners for systems flagged as migration, modernization, or elimination candidates.
2. Application Assessment & Modernization Strategy
- Gather technical inputs from application owners, architects, product leads, and engineering teams regarding current architecture, tech stack, and future roadmaps.
- Use standard rationalization frameworks (e.g., 6 R’s) to determine recommended disposition (Retire, Refactor, Rehost, Repurchase, etc.).
- Assess delivery maturity and identify blockers to CI/CD adoption, automation, or engineering standards.
- Document application dependencies, technology risks, and technology End‑of‑Life timelines to support transition planning.
3. Financial Analysis & Program Enablement
- Partner with Finance and Software Asset Management teams to validate Total Cost of Ownership (TCO), licensing spend, and support/maintenance costs.
- Support ROI modeling and value‑case development for decommissioning, modernization, and application replacement opportunities.
- Document pilot processes, decision frameworks, and assessment workflows for inclusion in the enterprise Operational Modernization Playbook.
- Provide enablement support to DET teams, including office hours, Q&A sessions, and adoption guidance.
- Track recurring issues, opportunities, and enhancements and maintain a prioritized continuous improvement backlog.
- Attend technical and advisory meetings and document outcomes to ensure consistent methodology application.
Required Skills & Experience
Technical Acumen
- Strong understanding of modern application architectures, cloud concepts (Azure/AWS/Google Cloud Platform), CI/CD pipelines, and engineering practices.
- Ability to analyze tech stacks, component dependencies, integration patterns, and technology risk.
Analytical Strength & Data Quality
- Demonstrated ability to manage, cleanse, and validate complex datasets across multiple enterprise sources.
- Skilled in structured data validation, metric accuracy checks, and reconciliation processes.
Stakeholder Engagement & Communication

Change Management & Operational Enablement
- Experience supporting the rollout of new processes, frameworks, or operating models to technical teams.
- Ability to run office hours, answer team questions, and guide consistent adoption.
Methodology Familiarity
- Understanding of application modernization and rationalization frameworks (e.g., 6 R’s, Gartner T.I.M.E.).
Tooling & Analysis
- Familiarity with Enterprise Architecture and APM tools (e.g., App360, ServiceNow APM/CMDB, LeanIX).
- Experience with data visualization (Power BI, Tableau) and advanced spreadsheet analysis.
Ideal Candidate Attributes
- Detail‑oriented and execution‑focused.
- Comfortable with ambiguous, inconsistent enterprise data.
- Able to bridge engineering, architecture, and business/financial conversations.
