Job Title: SNAP EBT Planning Consultant

Location: South Dakota (Remote); must be available to travel to South Dakota for onsite meetings, testing, and project activities

Duration: 29 Months with possible extension

Position Summary

Required Qualifications

• Relevant experience with SNAP EBT systems, EBT planning, procurement, implementation, or related government benefits technology.
• Knowledge of applicable USDA/FNS requirements, federal compliance processes, and EBT industry standards.
• Experience developing or reviewing RFPs, procurement requirements, vendor evaluation plans, or technical specifications.
• Experience with project planning documentation, schedules, budgets, risks, and deliverables.
• Experience developing test plans, test cases, acceptance criteria, and system testing documentation.
• Strong technical writing, analytical, communication, and stakeholder coordination skills.
• Ability to work remotely and travel to South Dakota as required.

Preferred Qualifications

• Direct experience supporting state government SNAP EBT procurement or re-procurement projects.
• Experience preparing IAPDs/IAPDUs or similar federal Advanced Planning Documents.
• Experience working directly with USDA/FNS on system approvals, requirements, or recommendations.
• Experience with FNS Handbook 901 and applicable SNAP EBT regulations.
• Experience coordinating with EBT processors and managing System Acceptance Testing.
• Experience developing technical and cost evaluation criteria for government procurements.
• Experience supporting EBT transitions, implementation readiness, testing, and go-live planning.
