The Information Technology Department (ITD) serves as AIIB's enterprise authority and service provider for digital technology. It develops and implements the Bank's digital strategy; delivers and operates digital solutions, AI capabilities, enterprise platforms, infrastructure, and workplace services; safeguards digital assets through cybersecurity, technology risk management, and resilience; and partners with business units to enable institutional priorities through secure, innovative, and client-centric digital capabilities.
The Digital Program Associate - Procurement and Contract Management, reporting to the Digital Program Specialist, will support the effective planning, coordination, and delivery of procurement and contract management activities within ITD. The position will provide end-to-end coordination and operational support across the procurement and contract lifecycle, ensuring that procurement activities, contractual commitments, vendor deliverables, and related financial and administrative matters are managed in accordance with the Bank's policies, procedures, and requirements. The role will work closely with IT teams, procurement, finance, vendors, and other relevant stakeholders to facilitate procurement processes, contract initiation and administration, renewals and amendments, and vendor performance monitoring as well as maintain accurate procurement and contract records.

Responsibilities:
  • Analyze IT procurement processes, and identify opportunities to streamline workflows, improve cost-effectiveness, strengthen controls, and ensure compliance with the Bank's procurement framework.
  • Coordinate and oversee end-to-end IT procurement activities, including annual procurement planning, procurement requests, purchase orders, and timely resolution of procurement-related issues.
  • Facilitate and monitor the execution of the procurement plan.
  • Serve as the key liaison between ITD and the Corporate Procurement Division (CPD), ensuring IT procurement requests progress in a timely, efficient, and compliant manner.
  • Manage the IT contract lifecycle, including maintaining contract data, monitoring contractual obligations, amendments, extensions, renewals, deliverables, and payment milestones, to ensure effective governance and value for the Bank.
  • Provide advisory support to IT stakeholders on procurement planning, documentation, and contract compliance, ensuring the quality, efficiency, and consistency of procurement and contract management activities.
  • Serve as the focal point for coordinating cross-functional collaboration with CPD, Controller's Office, budget team, and other relevant stakeholders across the procurement lifecycle and IT services product category, supporting category strategy, vendor management, contract management, and master data governance.
  • Coordinate with vendors throughout the procurement and contract lifecycle, including contract execution, deliverables, invoicing, service levels, and performance management.
  • Monitor and assess procurement activities, contract execution, and vendor performance, identifying risks, issues, and opportunities for improvement.
  • Collaborate with relevant departments to support internal audits, management reporting, and performance reviews related to IT procurement and contract execution, including data collection, contract documentation and reports, and analyzing vendor performance.
  • Identify and implement improvements to internal procedures and systems to ensure consistency in procurement and contract lifecycle management across IT teams.

Requirements:
  • Bachelor's degree in information technology, procurement, supply chain management, business administration, finance, or a related discipline. A master's degree or other advanced qualification would be an advantage.
  • 3-5 years of relevant experience in procurement, contract management, vendor management, project coordination, or a related field. Experience in IT/digital procurement is preferred.
  • Good understanding of procurement processes, contract administration, vendor management, and financial tracking.
  • Sound knowledge of contract terms, commercial arrangements, service levels, deliverables, and contractual obligations.
  • Familiarity with Enterprise Resource Planning (ERP), procurement, contract management, project management, or other digital systems. Proficiency in Microsoft Office, particularly Excel and PowerPoint.
  • Strong organizational, analytical, and problem-solving skills, with a high level of attention to detail and the ability to manage multiple priorities.
  • Strong communication, stakeholder management, and cross-functional coordination skills, with the ability to work effectively across technical and non-technical teams.
  • Proactive, collaborative, and service-oriented, with strong integrity and commitment to compliance and sound governance.
  • Excellent written and verbal communication skills in English.
