Objectives:
The Department needs staff augmentation services specializing in the configuration, design, and development of the ServiceNow platform, tailored to meet the Department’s specific requirements. This RFQ is for the acquisition of one (1) or more Systems Software Programmer(s) to support the Projects’s design, development, implementation, and production support of Florida PALM, as described in the SOW. The Project’s Operations Manager will provide day-to-day direction for the resource with input from the Project’s ServiceNow Admin and Solution Center Manager.
Responsibilities
Systems Software Programmer. The Contractor, through the Contractor Representative it provides, shall perform the following tasks as necessary to complete work for PALM as assigned by the Projects’s Contract Manager or delegate:
1) Lead and perform ServiceNow IT Service Management (ITSM) and Customer Service Management (CSM) upgrades, including module configuration, integration testing, and customizations.
2) Developing, configuring, integrating and implementing ServiceNow activities including, but not limited to, the following modules and functionality:

4) Major Case Management;
5) Change Management;
6) Problem Management;
7) Incident Management;
8) Service Request Management;
9) Knowledge Management;
10) Workspace Management;
11) Reporting;
12) Dashboards;
13) Self-Service Portal (Customer);

15) Service Level Management;
16) Workflow/Flow and Rules Management;
17) Configuration Management;
18) Customer Satisfaction Surveys;
19) Virtual Agent;
20) Live Chat;
21) Platform Analytics; and
22) Agile Development.
23) Develop complex ServiceNow workflows and flows.
24) Implement and configure the Service Level Management platform from ServiceNow.
25) Develop and configure dashboards, automated workflows, flows, self-service portal, live chat, and virtual agent.
26) Participate in defect management and triage functions, working cross-functionally to resolve issues and implement solutions.
27) Maintain detailed documentation of application design and code generation techniques.
28) Perform testing (new features, re-testing, regression, smoke, release testing)
29) Develop and deliver training and knowledge transfer related to ServiceNow.
Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements.
Minimum of 13-15+ years of IT experience,
Minimum of four (4) years’ technical experience configuring, designing, and developing in the ServiceNow Platform.

Development experience in JavaScript, HTML, XML, Json, and SQL.

Experience configuring custom email templates.
Experience implementing security policies using ACLs (Access Control Lists), roles, groups, and authentication mechanism.
Experience with customizing Service Now Portals.
Experience Performance Tuning.
Experience with configuring Service Level Agreements.
Knowledge of State and Federal laws applicable to the implementation of an information technology solution.
Strong verbal and written communication skills and experience communicating with multiple levels of Department staff, from leadership (e.g., Project Director) to technical and functional staff, as well as with external stakeholders.
Knowledge of industry and State information technology requirements.
Experience with Project Management.
Knowledge of State procurement and contract monitoring requirements.
Preferred Qualifications

The Resource provided by the Contractor must successfully complete the Department’s Security Awareness Training, Ethics Training and Florida PALM Project – Florida PALM Orientation, within thirty (30) days of the Resource’s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
