Description

SAIC is seeking a Senior Business Analyst to drive requirement analysis activities in support of a mission-critical Department of Justice program. This role serves as the critical bridge between federal stakeholders, end users, and technical delivery teams, combining deep requirements analysis expertise with strong customer engagement and communication skills.

The ideal candidate excels at translating complex business needs into clear, actionable functional requirements while ensuring stakeholder priorities, feedback, and expectations are clearly understood and addressed throughout the development lifecycle, including support to testing and user acceptance activities.

Key Responsibilities:
  • Partner with stakeholders to understand business objectives, pain points, and evolving user needs
  • Elicit, analyze, and refine requirements, translating them into clear, actionable user stories with well-defined acceptance criteria, and ensuring they are accurately maintained and traceable within JIRA
  • Drive features from concept through delivery, ensuring alignment between business needs and technical implementation
  • Support backlog refinement and provide ongoing clarification on requirements
  • Collaborate with software developers, architects, UI/UX designers, testers, and project managers to shape and deliver effective solutions
  • Partner with architects and engineers to ensure solutions are scalable, secure, and compliant with technical standards
  • Serve as a liaison between business users, product owners, and technical teams to align expectations, priorities, and delivery goals
  • Support and actively participate in Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives
  • Own and maintain JIRA boards, workflows, and backlog structure to support effective sprint planning, tracking, and reporting
  • Ensure epics, user stories, and tasks are well-structured, properly prioritized, and consistently up to date in JIRA
  • Establish and enforce standards for requirements documentation, traceability, and workflow management across JIRA and Confluence
  • Lead feature demonstrations and sprint reviews, clearly communicating delivered functionality, system impacts, and business value to stakeholders
  • Participate in testing activities to validate requirements and ensure alignment with business needs
  • Proactively identify risks, gaps, dependencies, and blockers, and work with the team to resolve them to keep delivery on track
  • Contribute to user guides, training materials, and system documentation to support successful adoption
  • Continuously identify opportunities to improve team processes, tools, and overall delivery effectiveness

Qualifications

Required Qualifications:
  • Active Secret clearance or higher
  • Bachelor's degree in Business, Information Technology, Systems Engineering, or a related field
  • 5+ years of experience in business analysis, systems analysis, or a hybrid role supporting software development initiatives
  • Proven ability to own and drive work from requirements through delivery in an Agile environment
  • Strong hands-on experience with JIRA and Confluence, including backlog management, workflow configuration, and ongoing administration
  • Experience working closely with software development teams, including participation in solution design and implementation discussions
  • Strong expertise in requirements elicitation, user story development, and stakeholder engagement
  • Experience leading demos, presentations, or sprint reviews with both technical and non-technical audiences
  • Solid understanding of Agile methodologies and software development practices
  • Strong analytical and problem-solving skills
  • Excellent verbal and written communication skills, with the ability to translate complex concepts into clear, understandable language
