Position Overview

The Texas Education Agency is seeking an experienced Senior Business Analyst to support multiple projects focused on improving outcomes for Texas students, including major application enhancements and system modernization initiatives.

The selected candidate will perform advanced business analysis and serve as a key liaison between program stakeholders, customers, and software development teams. This role will be involved throughout the Software Development Life Cycle (SDLC), including requirements elicitation, analysis, documentation, process improvement, and validation of implemented solutions.

Key Responsibilities

  • Analyze user needs, business processes, pain points, and system capabilities to identify opportunities for process and system improvements.
  • Elicit business and system requirements through interviews, JAD sessions, document analysis, surveys, use cases, workflow analysis, and other business analysis techniques.
  • Translate business needs into clear and well-defined business requirements, functional requirements, use cases, user stories, and software requirements specifications.
  • Develop wireframes, mockups, and other visual artifacts aligned with UX and business analysis best practices.
  • Support business process reengineering and software process flow improvement initiatives.
  • Participate throughout the SDLC and manage requirements from initial discovery through implementation and post-production enhancements.
  • Verify that implemented solutions meet established business and system requirements.
  • Use tools such as Jira and Modern Requirements to manage requirements, change control, and requirements traceability.
  • Track and communicate requirements status throughout the project lifecycle.
  • Mentor peers and promote business analysis best practices across the team.
  • Collaborate effectively with business stakeholders, customers, project teams, and technical teams.

Required Skills & Experience

  • 8+ years of experience eliciting requirements through customer interviews and creating well-written system requirements.
  • 8+ years of experience working with Software Development Life Cycles (SDLC).
  • 8+ years of experience with business process reengineering and software process flow improvement.
  • 8+ years of experience developing user stories and use cases following business analysis best practices.
  • 8+ years of experience designing mockups and/or wireframes aligned with UX best practices.
  • 5+ years of demonstrated communication and facilitation experience.
  • 5+ years of strong writing and organizational skills.

Preferred Skills

  • 4+ years of experience working with the Texas Education Agency, a federal/state/local education agency, or an education vendor.
  • 2+ years of experience with Atlassian Jira.
  • 2+ years of experience using requirements management tools such as Modern Requirements.

Work Schedule & Location

  • Standard business hours are Monday through Friday, 8:00 AM to 5:00 PM.
  • Candidates must work 8 hours per day and be available during core hours between 9:00 AM and 3:30 PM Central Time.
  • The role is hybrid, with the option to work up to 80%-100% remotely.
  • Primary onsite location: William B. Travis State Building, 1701 North Congress Avenue, Austin, TX 78701.
  • Candidates may occasionally be required to work evenings, weekends, or holidays based on project needs.
