General Description
JOIN OUR TEAM AS AN BROADCAST SYSTEMS ANALYST II

The Broadcast Systems Analyst II is responsible for the planning, operation, maintenance, and continuous improvement of Pasco County's video broadcast production systems and workflows. This position ensures reliable, high-quality video capture, live production, streaming, and archival delivery for Pasco County Board of County Commissioners (BOCC) Meetings, Board Workshops, Planning Commission Meetings, and Special Called Public Meetings, held at multiple locations and various times throughout the County.

This position serves as the County's technical expert on broadcast video systems, broadcast technologies, production workflows, and meeting-room audiovisual (A/V) environments. The Broadcast Systems Analyst II is a hands-on role requiring advanced experience in live production, video engineering, A/V control systems, and multi-camera environments. This position reports to the Sr. Operations Manager or designee. Produce status reports including work performed, time allocated, risks, and issues. Perform related duties as assigned. Participate in on-call rotation and occasional after-hours support for public meetings. Perform duties delegated from the Senior Operations Support Manager or equivalent when there is downtime for broadcast schedules. Perform duties as assigned.
Essential Job Functions

  • Operate, manage, and oversee production of all Pasco County BOCC Meetings, Board Workshops, and Planning Commission Meetings at various County facilities.
  • Control live video production including camera switching, audio balancing, graphics overlays, presentations, and live stream encoding.
  • Set up, configure, and test video equipment, production switchers, signal distribution hardware, encoders, audio mixers, microphones, monitors, and related systems.
  • Maintain and support multi-camera systems, PTZ cameras, control surfaces, and video routing infrastructure.
  • Manage video streams for public broadcast, ensuring compliance with County accessibility, retention, and quality standards.
  • Oversee meeting-room A/V systems including microphones, projectors, displays, conferencing systems, and signal pathways.
  • Perform troubleshooting of video, audio, control, or streaming issues across hardware and software layers.
  • Ensure redundancy, failover capabilities, and system resiliency for critical County meetings.
  • Perform upgrades and lifecycle refreshes for video production equipment, cabling, and control systems.
  • Collaborate with IT teams to ensure reliable network connectivity for streaming, content storage, and meeting-room systems.
  • Manage and maintain County media storage systems, archives, metadata organization, and file lifecycle management.
  • Document production workflows, system configurations, diagrams, standards, and troubleshooting procedures.
  • Train backup operators, provide knowledge transfer, and collaborate with internal departments participating in County meetings.
  • Participate in change management processes, risk evaluation, execution planning, and post-change validation.

Knowledge, Skills and Abilities

  • Expert-level knowledge of live video production workflows, multi-camera operation, and broadcast engineering.
  • Proficiency with production switchers (Broadcast Pix, TriCaster, ATEM, or equivalent), PTZ camera systems, audio mixers, and signal routing technologies.
  • Strong understanding of streaming technologies (RTMP, HLS, SRT), encoders, and live event delivery platforms.
  • Ability to diagnose and resolve complex video, audio, and network-related issues during live events.
  • Strong documentation skills and ability to mentor backup operators.
  • Excellent verbal and written communication abilities.
  • Ability to work independently as well as collaboratively during high-visibility public meetings.
  • Ability to adapt quickly to changes in technology, workflows, or County meeting requirements.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Must be able to use and sit at a computer console for extended periods of time. Must be able to lift up to 50 pounds and perform duties such as installing and dismantling equipment and cabling where necessary.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Video Production, Broadcast Engineering, Communications Technology, Information Technology, or related field and three (3) years' experience in live video production or broadcast engineering OR graduation with an Associate degree in a related field and five (5) years' experience in live video production or broadcast engineering. Experience managing media storage environments, video archival processes, and content organization. Experience with A/V control systems such as Crestron, Extron, or equivalent.

LICENCES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Industry certifications (CTS, broadcast engineering, TriCaster/ATEM certification, or similar) preferred.
