Job Summary

We are seeking a Senior Data Project Manager to lead the Data Bridge workstream for the modernization of the Client. This role will oversee the migration of child welfare data from the legacy SACWIS/IMPACT system to the new CCWIS platform.

The Data Project Manager will own the plan, schedule, risks, dependencies, data quality gates, mock conversions, reconciliation, and production cutover activities while both legacy and modernized systems operate simultaneously.

Key Responsibilities

  • Lead the end-to-end data migration and data bridge strategy between the legacy IMPACT/SACWIS and new CCWIS systems.
  • Develop conversion plans covering scope by module, data conversion strategy, mock conversion cycles, cutover rehearsals, and go/no-go criteria.
  • Manage the coexistence/data synchronization strategy while both systems remain operational.
  • Define data ownership, synchronization direction/frequency, conflict resolution rules, and fallback procedures.
  • Lead daily and weekly data bridge team activities, including work plans, status reporting, RAID logs, dependencies, and escalations.
  • Coordinate with client program teams, IT, CCWIS implementation vendors, legacy support teams, QA, and IV&V teams.
  • Establish data quality targets and sign-off gates for each conversion cycle.
  • Track data defects, reconciliation issues, conversion results, and remediation activities through closure.
  • Ensure migrated data aligns with applicable federal CCWIS requirements, 45 CFR 1355.50–1355.59, and reporting requirements including AFCARS, NCANDS, and NYTD.
  • Ensure confidential child welfare, family, provider, and CPS data is handled in accordance with state and federal security/privacy requirements.
  • Prepare executive-level status reports, risk updates, and cutover readiness presentations for Client leadership.
  • Provide leadership, mentoring, and direction to the data bridge/project team.

Required Qualifications

  • 12+ years of IT Project Management experience.
  • 10+ years of experience leading data migration, data conversion, or modernization projects.
  • Experience with CCWIS or SACWIS implementation/modernization, preferably leading or co-leading the data workstream.
  • Equivalent experience with large State Health & Human Services systems, including DHS, SNAP, TANF, Medicaid, or Integrated Eligibility.
  • Hands-on experience managing a data bridge/coexistence environment where legacy and new systems operate simultaneously with one-way or two-way data synchronization.
  • Experience planning and executing multiple mock conversions and at least one production cutover.
  • Strong working knowledge of data mapping, data profiling, reconciliation, data conversion, and data quality metrics.
  • Experience with state government vendor management and oversight, including QA/IV&V.
  • Experience working with federal partners such as ACF or USDA FNS is highly desirable.
  • Excellent written and verbal communication skills with executives, business stakeholders, and technical teams.
  • Strong leadership, collaboration, mentoring, and team-building skills.

Preferred Qualifications

  • PMP, PgMP, or equivalent certification.
  • Agile / SAFe experience.
  • Experience with state child welfare or Health & Human Services agencies.
  • Knowledge of CPS, investigations, foster care, adoption, and community-based care.
  • Experience with Azure, AWS, government cloud, SaaS, or low-code platforms.
  • Experience with CCWIS platforms such as Salesforce or Microsoft Dynamics.
  • Familiarity with ACF CCWIS reviews and federal Advance Planning Documents (APDs).
