GovCIO is seeking an experienced
FinOps Lead with deep expertise in cloud financial management, IT financial operations, cost optimization, forecasting, and hybrid infrastructure cost governance to support the Department of Veterans Affairs (VA) Office of Information Technology (OIT). In this role, you will collaborate closely with senior OIT partners, finance teams, engineering teams, operations stakeholders, business leaders, and functional consultants to establish and mature a hybrid Financial Operations framework that enables cost transparency, financial accountability, and optimization across cloud and on-premises infrastructure environments.
This role will serve as the financial authority across infrastructure operations, helping VA improve cost visibility, forecasting accuracy, investment planning, and data-driven decision-making in a complex, multi-vendor environment.
This position is fully remote, located in the United States.
Responsibilities- Develop a deep understanding of VA infrastructure operations, funding models, modernization initiatives, financial governance structures, and hybrid cloud/on-prem cost drivers.
- Lead implementation and maturation of an enterprise FinOps framework across cloud environments and on-premises infrastructure.
- Establish governance structures, policies, financial accountability models, and operating practices that support cost transparency and optimization.
- Align FinOps strategy with VA priorities, modernization objectives, portfolio planning needs, and funding models.
- Implement and manage showback and chargeback models, cost allocation processes, resource tagging standards, financial dashboards, and KPI scorecards.
- Ensure full cost transparency across hybrid infrastructure environments and partner with stakeholders to improve financial awareness and accountability.
- Develop unified forecasting models with variance tracking, trend analysis, and executive-level reporting.
- Lead cost optimization initiatives, including rightsizing, workload placement strategies, reserved instance and commitment planning, and on-premises capacity/utilization optimization.
- Deliver predictive insights and optimization recommendations using advanced analytics, benchmarking, and scenario modeling.
- Drive automation of cost control, financial reporting, anomaly detection, real-time cost monitoring, and optimization processes.
- Develop scenario modeling tools to support infrastructure, modernization, investment, and portfolio decision-making.
- Identify and adopt emerging tools, methods, and practices to enhance FinOps maturity and improve financial operations.
- Produce executive-level reporting and decision-support materials, including benchmarking analyses, optimization dashboards, financial governance frameworks, and portfolio review materials.
- Maintain audit-ready financial documentation, reporting processes, and traceable financial governance artifacts.
- Support financial reviews, decision gates, investment prioritization, and portfolio governance activities.
- Lead FinOps adoption across finance, engineering, operations, and business stakeholder groups.
- Develop role-based training materials, enablement programs, adoption metrics, and continuous improvement practices.
- Act as a liaison between technical and financial stakeholders, translating infrastructure decisions into financial impact.
- Present financial insights, technical tradeoffs, optimization strategies, and recommendations clearly to both technical and non-technical audiences.
- Document and report on value delivery across FinOps initiatives to demonstrate impact and drive informed decision-making.
QualificationsRequired Skills and Experience: - Bachelor's degree in Finance, Business, Information Systems, Computer Science, Engineering, or a related field. Equivalent professional experience may substitute for a degree.
- 12+ years of experience in cloud financial management, FinOps, IT financial operations, infrastructure cost management, or related roles within complex IT environments.
- Experience supporting hybrid infrastructure environments, including cloud and on-premises platforms.
- Strong expertise in cost modeling, financial forecasting, financial analytics, KPI development, budgeting, variance analysis, and optimization strategies.
- Experience implementing financial governance frameworks, cost allocation models, showback/chargeback structures, and financial accountability practices.
- Experience developing dashboards, financial scorecards, executive reporting, and decision-support materials.
- Demonstrated ability to translate technical infrastructure decisions into financial impact, business value, and investment recommendations.
- Strong understanding of infrastructure modernization, resource utilization, workload placement, capacity planning, and cost optimization.
- Strong communication and stakeholder engagement skills across technical, financial, and business teams.
- Exceptional written, verbal, and visual communication skills, tailored to diverse audiences and stakeholder groups.
Preferred Skills and Experience: - Experience leading or supporting initiatives within the Department of Veterans Affairs Office of Information Technology (OIT), Veterans Benefits Administration (VBA), and/or Veterans Health Administration (VHA).
- Experience with FinOps Foundation principles, FinOps certification, or enterprise FinOps maturity models.
- Familiarity with federal financial governance models, chargeback structures, funding models, and portfolio governance processes.
- Experience supporting large-scale enterprise or federal IT programs.
- Knowledge of cloud provider cost management tools, including AWS, Azure, or Google Cloud Platform.
- Experience with data visualization tools such as Power BI or similar platforms.
- Experience in enterprise technology design, infrastructure modernization, financial optimization, and continuous improvement initiatives.
Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.
Posted Salary RangeUSD $200,000.00 - USD $225,000.00 /Yr.
