Summary

Position Overview

We are seeking a highly experienced Program Manager to lead the day-to-day program coordination and delivery oversight for this large-scale initiative. This role is based in the vibrant city of Atlanta, offering a unique opportunity to be at the forefront of technology transformation within the public sector.

  • The Program Manager will work closely with leadership, vendor teams, and business stakeholders to ensure the timely delivery of modernization milestones, federal readiness compliance, and the successful go-live of the new UI platform targeted for September 2026. This role will also ensure a successful transition of the platform to maintenance and operations in the following months.
  • Coordinate technical and operational readiness activities across multiple workstreams, including system development, testing, data migration, federal certification readiness, business scenario validation, and organizational change management.
  • Support executive decision-making by monitoring project risks, managing dependencies, and ensuring adherence to governance processes established for the modernization program.

Key Responsibilities

  • Lead planning, execution, and monitoring of the UI Inspire modernization project.
  • Coordinate activities across Benefits, Tax, and Appeals modernization workstreams and associated vendor delivery teams.
  • Develop and maintain integrated program schedules, milestone tracking, and risk mitigation strategies.
  • Serve as the primary coordination point between client leadership and the system implementation vendor.
  • Coordinate client readiness activities required under federal unemployment insurance modernization guidance.
  • Present project status and issues to agency leadership and support program governance structures.
  • Coordinate planning for implementation readiness activities including data migration verification and user acceptance testing cycles.
  • Ensure readiness of agency staff and operational teams through training coordination and support.

Required Qualifications

  • Bachelor’s degree in information systems, public administration, business administration, computer science, or related field.
  • 10 years of experience managing large-scale IT modernization or enterprise system implementation projects.
  • Demonstrated experience managing government technology modernization initiatives, preferably in unemployment insurance, workforce systems, or human services.
  • Experience working with multi-vendor delivery environments and state technology governance frameworks.
  • Strong knowledge of Agile, hybrid, or iterative software delivery methodologies.
  • PMP, PMI-ACP, or similar project management certification.
  • PgMP certification.
