Lab Infrastructure Engineer
Location: Onshore United States (On-Site) Function: Quality Assurance & Testing | UAT Lab Operations & Compliance Infrastructure Employment Type: Full-Time
About the Role
Most UAT organizations outsource their compliance problem to a policy document. Sutherland builds it into the lab.
We are looking for a Lab Infrastructure Engineer to design, build, and operate the physical UAT testing lab that sits at the heart of a large UAT transformation program for one of the largest prepaid MVNO operations in the United States. This lab is not a convenience it is the prerequisite for testing the flows that generate the highest-cost production incidents: PCI payment processing, eSIM and pSIM provisioning across MVNO-to-host-carrier handshakes, and CPNI-protected account operations. None of those flows can be fully validated in a cloud farm. None of them can be handed to offshore. This is why this role exists.
As an MVNO, the testing environment is uniquely complex: provisioning validation must account for the full MVNO stack from the customer-facing activation flow through the BSS/OSS layer, the SIM Management Platform, and ultimately the host carrier network response. You will need to understand where the MVNO's systems end and the host carrier's systems begin, and build a lab that can test that boundary with precision.
You will own every layer of the lab: the physical device inventory, the eSIM and pSIM bank, the payment testing environment, the governance controls, and the readiness cadence that keeps it all operational ahead of every release cycle. You will also bridge the onshore physical lab with the offshore cloud device farm designing the hybrid execution model that lets the team scale non-sensitive testing without compromising the compliance posture protecting the most critical flows.
This role requires on-site presence and an engineering mindset that treats governance as part of the infrastructure not an afterthought.
Key Responsibilities
Design and build the physical UAT device lab from the ground up: device inventory, SIM banks (eSIM profiles and pSIM cards), and all supporting infrastructure required for MVNO-grade test execution
Configure and govern the eSIM/pSIM bank for comprehensive digital activation and port-in testing across all prepaid MVNO brands validating provisioning accuracy through the full MVNO stack including SIM Management Platform, BSS/OSS integration, and host carrier network handshake
Build and maintain the payment testing environment: mock sandbox plus real low-limit payment cards supporting PCI-compliant end-to-end checkout validation, including tokenization, 3DS authentication, and timeout/retry scenarios within the MVNO billing platform context
Implement and enforce all governance controls covering physical SIM credentials, real payment instruments, and regulated test data you own the access control model
Design and manage the hybrid execution model: onshore physical lab for regulated, US-MVNO-exclusive flows; coordination with the offshore cloud device farm for non-sensitive parallel execution
Maintain and document PCI and SIM governance posture with full audit trails that meet compliance review standards at every release cycle
Own the lab readiness cadence: every release cycle begins with a clean, verified, fully operational lab no exceptions
Leverage AI-assisted tooling where applicable for environment health monitoring, automated readiness checks, and governance documentation efficiency
Required Technical Skills & Expertise
QA and UAT lab infrastructure experience in an MVNO or MVNO-adjacent environment is required candidates from general IT operations or enterprise mobility management without MVNO or carrier-grade UAT exposure will not be considered
Hands-on understanding of the MVNO technology stack: how MVNO BSS/OSS platforms, SIM Management Systems (SMS-OTA, SMS-SR, SM-DP+), and host carrier network APIs interact and how UAT must validate each layer, not just the customer-facing surface
Working knowledge of MVNO provisioning flows: how activation requests traverse the MVNO platform to the host carrier, what success and failure responses look like at each layer, and how to design lab environments that can simulate and validate those interactions accurately
Deep, working knowledge of eSIM provisioning standards (GSMA SGP.22 RSP): SM-DP+ profile management, QR code and push provisioning flows, profile download and activation on live MVNO networks, and troubleshooting provisioning failures at the platform layer
Physical SIM management for MVNO environments: SIM swap procedures, IMSI/MSISDN binding within MVNO number ranges, APN configuration for MVNO-specific access points, port-in accuracy testing across host carrier boundaries, and OTA update validation
PCI-DSS compliance knowledge applied specifically to UAT: card tokenization flows within MVNO billing platforms, EMV 3D Secure (3DS) authentication, test card data governance, CVV handling protocols, and retry/timeout scenario design
CPNI (Customer Proprietary Network Information) data handling protocols under FCC rules structuring MVNO UAT environments and access controls to prevent unauthorized exposure of regulated customer data during testing
Network infrastructure for MVNO UAT environments: configuring devices with MVNO-specific APNs, isolating test traffic from production MVNO systems, and managing test SIM pools that do not interfere with live subscriber records
Hybrid lab-cloud device farm architecture: integrating physical device racks with cloud farms such as BrowserStack, AWS Device Farm, or Sauce Labs into a cohesive MVNO UAT execution model
Device lifecycle management at scale: OS updates, factory resets, SIM resets, and reprovisioning workflows across 50+ physical devices in a multi-brand MVNO environment
Preferred Background
5+ years in mobile device lab infrastructure, MVNO platform testing, or regulated test environment engineering with clear ties to UAT or QA delivery programs
Prior hands-on experience with MVNO SIM provisioning systems, host carrier API integrations, or MVNO BSS/OSS platform testing MVNO-specific experience is strongly preferred over direct carrier network operations backgrounds
Hands-on background designing and operating regulated test environments under PCI-DSS, CPNI, and US telecommunications compliance frameworks in an MVNO context
Familiarity with major MVNO platform vendors (Telgoo5, MVNO Alliance platforms, Optiva, Netcracker, or equivalent) and how their provisioning and billing flows must be validated in UAT
Familiarity with AI-assisted environment monitoring or automated lab readiness validation tooling
