Project Manager

Summary
The client is seeking a IT Project Manager to lead Legacy Analytics Modernization initiatives, including migration of legacy analytics and reporting platforms to modern data management solutions. The candidate will independently manage complex IT projects, applying extensive judgment, leadership, and creativity, while ensuring compliance with state, federal, and agency standards. This position is onsite, and the client requires candidates to be local to the Austin area.

Key Responsibilities

• Manage the full project management and software development lifecycles (PMLC/SDLC) for IT initiatives
• Plan, schedule, budget, and oversee multiple projects, including tracking costs in project management tools
• Lead Agile delivery using Scrum and Kanban methodologies, including increment planning, backlog grooming, sprint planning, daily scrums, and retrospectives
• Manage and mentor project teams through task assignment, facilitation, training, and performance oversight in mixed functional and matrixed environments
• Collaborate closely with IT, business stakeholders, vendors, and federal partners as a blended team
• Develop and maintain project documentation, work plans, quality plans, and strategic roadmaps
• Identify and mitigate risks, resolve complex issues, and keep leadership informed of progress and concerns
• Conduct procurement activities, including development of RFPs and vendor coordination
• Support development of federally approved IAPDs to obtain matching federal funds

Required Qualifications

• 8+ years of IT project management experience
• 8+ years of experience in the IT industry, including at least 5 years with data management solutions (data warehouses, data lakes), data analytics/business intelligence, web-based development (J2EE), or SOA-related technologies
• Active PMP certification is required
• Strong verbal and written communication skills
• Proven experience developing clear, concise project documentation
• Demonstrated expertise in Agile project execution and risk management

• Experience in healthcare or public health environments
• Experience working within a Health and Human Services agency
• Experience managing multi-agency or multi-IT department initiatives
• Experience managing vendor sprint teams and weekly coordination activities
• Experience with access and eligibility programs
• Proven ability to build, motivate, and manage high-performing IT project teams
