Position Information

GRADE: V-01

NON-SCHEDULED DAYS: Saturday/Sunday

HOURS: 08:00 AM - 05:00 PM

BENEFIT INFORMATION: The salary will be based on previous experience, salary history, and current postal pay policies. FUNCTIONAL PURPOSE:

Manages the identification, testing, evaluation, and documentation of financial controls for one or more business cycles to enable the Postal Service to assert that it has established and maintained adequate internal control over financial reporting (ICFR) and assesses the effectiveness of Postal Service compliance with the Sarbanes-Oxley Act (SOX).

DUTIES AND RESPONSIBILITIES:

1. Develops and manages effective working relationships with process and control owners and other internal and external stakeholders (e.g., independent public accountant) to support organizational compliance with SOX in accordance with the USPS SOX compliance plan and framework.

2. Monitors current developments in SOX and other internal control related matters identified by the Public Company Accounting Oversight Board (PCAOB) and other organizations that promote guidelines on ICFR.

3. Identifies operational and process changes in the organization and business environment affecting the Postal Service and considers and communicates impact on the execution of the SOX program.

4. Identifies, evaluates, and documents risks and controls for ICFR in business cycles and processes, including information technology considerations.

5. Documents and/or reviews the documentation of walkthroughs of controls identified for ICFR.

6. Develops test scripts, performs tests, and conducts independent reviews of tests of key controls to provide quality assurance on the results of the work performed by others.

7. Guides process owners in developing appropriate remediation plans for identified control deficiencies, monitors the progress of implementation, and updates controls documentation and testing procedures as applicable.

8. Researches and provides guidance on technical internal control and SOX compliance matters and develops other SOX employees to execute the SOX program in accordance with the USPS framework for ICFR.

9. Performs project management activities in support of the overall SOX plan and initiatives by establishing individual and team project objectives, identifying and resolving project issues, and achieving project milestones.

10. Makes recommendations to strengthen internal controls to provide a more effective and efficient control environment.

11. Travels to Accounting Service Centers and other locations as needed to perform the above listed duties and responsibilities.

12. Provides guidance to other analysts on identifying and evaluating ICFR for a business cycle.

13. Advises other functional areas in the process of developing, implementing, and maintaining ICFR, with consideration of potential financial reporting risks and other cost-benefit analysis of factors.

REQUIREMENTS:

  1. Knowledge of Committee of Sponsoring Organizations (COSO) or equivalent control framework sufficient to provide information to process stakeholders, senior management, and other employees.
  2. Ability to document, develop test procedures, and perform and review tests performed by others of internal controls over financial reporting as it pertains to the requirements of the Sarbanes-Oxley Act of 2002.
  3. Ability to work in a team environment and oversee and coordinate the work of others on a project or task basis, including planning, developing timelines, assigning work, monitoring progress, and providing feedback.
  4. Ability to communicate orally and in writing sufficient to achieve the objectives of the assigned responsibilities and articulate complex issues to internal and external stakeholders.
  5. Ability to develop and manage project objectives, tasks, and timelines, identify and resolve project issues, and achieve critical project milestones on time.
  6. Ability to analyze and interpret risks and controls for ICFR to summarize and communicate key points within large volumes of data, evaluate and develop conclusions, and make recommendations to enhance the control environment.
  7. Ability to identify and report internal control deficiencies within the organization''s risk and control framework and work with stakeholders to coordinate the development and implementation of appropriate remediation plans.
  8. Ability to coordinate, develop, and maintain effective working relationships with the appropriate process owners and other stakeholders across different Postal functions and external organizations (e.g., independent public accountant).
  9. Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to apply principles in the review and evaluation of SOX controls.
  10. Ability to understand the implications and interdependencies of financial controls and related processes, sufficient to inform strategies and process improvements.
  11. CERTIFICATION REQUIREMENT: Applicants must possess one of the following professional certifications: 1. Certified Public Accountant (CPA). 2. Certified Internal Auditor (CIA)
