Duties

Help

  • You will focus on managing a team of network and network infrastructure engineers responsible for coordinating and delivering advanced network engineering solutions, technical assistance and troubleshooting to enable critical warfighting functions.
  • You will oversee and approve the design, implementation, maintenance, and security of infrastructure and routing architectures supporting assigned networks and the integration of new networks and systems.
  • You will manage and oversee multiple complex network engineering projects, ensuring on-time and within-budget completion.
  • You will implement problem management processes to identify and address recurring issues.
  • You will lead complex troubleshooting efforts, often involving multiple interconnected systems and requiring collaboration with specialized IT Teams (e.g, System Administrators, Network Engineers, Security Team).
  • You will be responsible for creating, directing, reviewing and approving technical documentation, including network diagrams, configuration guides, operating procedures, disaster recovery plans, and continuity of operations plans.
  • You will oversee the implementation and enforcement of network security policies and controls to ensure the confidentiality, integrity, and availability of assigned networks and systems.
  • You will review and approve troubleshooting efforts and solutions implemented by the team.
  • You will plan, assign, review, and approve the work of subordinate staff, sets priorities, establish performance standards and conduct performance evaluations.
  • You will regularly interact with external entities, including program offices, Fleet operators, other IT sections, vendors, and higher headquarters, to understand IT requirements, coordinate activities, and ensure effective support.
  • You will build and brief reports as required to ensure leadership and external stakeholder awareness and tracking of network status, support issues, critical issues/concerns, support requirements, and priority project status updates.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 441, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to apply cybersecurity principles to harden network infrastructure and remediate vulnerabilities; Managing the Internet Network Operation of a complex enterprise network, including its routers, switches, and advanced routing protocols; Ability to independently diagnose and resolve complex network performance and security issues; Leading network upgrades or technology migrations; Leading and providing technical mentorship and guidance to junior IT specialists; and effectively coordinating with stakeholders and brief technical information to leadership.

Your experience must reflect skill in the following areas:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ability to gather facts and use effective analytical, problem-solving, and evaluative methods to

    assess information, plan actions, make sound decisions, and solve a variety of network issues.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interacting with external entities, including program offices, Fleet operators, other IT sections, vendors, and higher headquarters, to resolve issues and ensure effective support.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Briefing leadership on status updates, support issues, and critical issues and concerns.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving complex and often ambiguous technical issues, coordinating with other IT teams and agencies, and managing a diverse workload.
