The Innovation & Technology Division supports the entire agency through three primary sections: Digital Innovation & Enterprise Cloud Platforms
IT Operations
Enterprise Governance and Risk

The Digital Innovation & Enterprise Cloud Platforms Section drives modernization and digital service delivery across Commerce. It designs and administers enterprise platforms, promotes cloud-native practices, and supports programs in creating secure, reliable, and cost-effective digital solutions.

The SharePoint Online & AI Platform Lead serves as the agency's senior technical authority for SharePoint Online, M365 collaboration platforms, and emerging AI platforms. This position reports directly to the IT Senior Application Development Manager and functions as a lead technical worker within the Enterprise Cloud Platforms team.

The position does not supervise employees, but exercises lead responsibility, including assigning technical work, guiding priorities, providing mentorship, and ensuring platform alignment with enterprise architecture, security, governance, and agency strategy.

This position is responsible for: Leading SharePoint Online enterprise architecture, governance, and lifecycle management.
Administering enterprise-wide M365 and AI platform configurations, controls, and standards.
Ensuring secure, responsible, and scalable integration of AI features and emerging AI tools.
Serving as the agency's subject matter expert (SME) for SharePoint Online and enterprise AI platforms.
Providing senior technical leadership to systems administrators and development staff.
Provides hands-on technical support, user enablement, and solution development assistance to agency staff to ensure effective adoption and use of SharePoint Online, M365, and enterprise AI platforms.

The role supports modernization, digital efficiency, collaboration, and safe AI adoption across the Department of Commerce.
Duties

Lead Work for SharePoint Online, M365, and AI Platforms
Provides senior-level technical leadership by assigning work, prioritizing technical tasks, mentoring staff, and guiding enterprise platform administration activities.
Tasks include:

Assigns and prioritizes technical work for Systems Administration staff supporting SharePoint Online, M365, and enterprise AI platforms.
Provides senior-level technical guidance, mentoring, and coaching to technical staff to ensure consistent, high-quality work products.
Reviews technical work products to ensure accuracy, security, maintainability, and alignment with agency standards.
Coordinates technical discussions, directs daily platform support activities, and assists the supervisor in scheduling platform-related work.
Supports team skill development but does not conduct performance evaluations or carry supervisory authority.

SharePoint Online Enterprise Administration & Governance
Provides senior technical administration, governance, and planning for SharePoint Online as Commerce's enterprise content, automation, and collaboration platform.
Tasks include:

Serves as the agency's SharePoint Online technical SME, providing enterprise-level administration, configuration, governance, and lifecycle stewardship.
Maintains and administers enterprise information architecture components (metadata schemas, taxonomies, site templates) in alignment with approved enterprise architecture and governance direction.
Implements and enforces policies, procedures, standards, and best practices for SharePoint Online usage that are established through Architecture/Governance (e.g., PBS, patterns); authors SharePoint-specific procedures and runbooks consistent with those standards.
Independently diagnoses and resolves highly complex platform issues (architecture defects, permission anomalies, identity conflicts, integration failures).
Advises business units on optimal SharePoint usage for collaboration, information management, and automation.
Configures and supports integrations within approved API/event patterns; proposals to introduce new integration patterns are routed to the Cloud Platform Enablement Architect via the established review process.

Enterprise AI Platform Administration, Governance & Enablement
Lead administration, responsible governance, technical enablement, and adoption of Commerce's enterprise AI platform ecosystem.
Tasks include:

Serves as the senior operational authority for enterprise AI platform configuration and governance within standards and guardrails set by Architecture/Governance.
Implements and maintains AI governance policies, responsible-use standards, and data-protection configurations aligned to legal, privacy, cybersecurity, and PBS/pattern requirements.
Evaluates emerging AI capabilities for operational readiness and submits recommendations for secure, scalable, and policy-aligned adoption to Architecture/Governance for decision.
Collaborates with security, privacy, governance, and legal partners to assess risk, define guardrails, and ensure enterprise AI usage meets state standards.
Supports AI platform readiness via permissions, content quality, semantic index optimization, and integrations.

M365 Administration & Ecosystem Stewardship
Provides senior-level administration, configuration, governance, and optimization of agency-wide M365 collaboration services (SharePoint Online, Teams, OneDrive, Power Platform).
Tasks include:

Administers and optimizes agency-wide M365 services to ensure availability, performance, security, and user experience meet enterprise needs.
Implements and maintains governance standards, security controls, and best practices for Teams, OneDrive, and Power Platform usage, consistent with Architecture/Governance (PBS, patterns); provides input and operational feedback for standard updates.
Leads agency-wide platform adoption strategies, demonstrations, and coordination of training efforts.
Troubleshoots Tier 3 platform and identity issues (directory sync, access conflicts, service degradation).
Partners with WaTech and external providers to manage tenant-level incidents, service updates, and cross-agency dependencies.

Automation, Integration & Application Platform Support
Lead the design, development, troubleshooting, and lifecycle stewardship of M365/SharePoint-based automations, customizations, and integrations.
Tasks include:

Designs, develops, and maintains complex solution-level automation solutions using Power Automate, Power Apps, and SharePoint Online features.
Conducts advanced troubleshooting and root-cause analysis for automation/integration failures, implementing durable corrective actions.
Performs advanced testing and validation of M365/SharePoint automations and solutions prior to release.
Builds automations and platform-based integrations using approved APIs/connectors and enterprise data sources, ensuring secure and maintainable implementations consistent with published patterns; routes requests for new or non-standard patterns to Architecture for review.
Advises staff on appropriate automation strategies, platform constraints, and design considerations.

Hands-On Support for SharePoint Online, M365, and AI Platforms
Provides direct, hands-on technical support to agency staff by delivering training, mentoring, and development assistance to ensure effective and efficient use of SharePoint Online, M365, and enterprise AI platforms.
Tasks include:

Delivers end-user and power-user training on SharePoint Online, M365 tools, and enterprise AI platforms to improve adoption and effective usage.
Provides one-on-one mentoring and guidance to agency staff on platform capabilities, best practices, and solution design.
Develops and supports SharePoint sites, M365 solutions, and AI-enabled workflows in collaboration with business users to meet operational needs.
Assists staff with troubleshooting, resolving technical issues, and optimizing platform usage.
Creates and maintains user guidance, training materials, and documentation to support ongoing learning and self-service.
Promotes best practices for governance, security, accessibility, and maintainability in all supported solutions.

Documentation, Standards Alignment, and Knowledge Stewardship
Ensures that critical knowledge, designs, and operational practices are thoroughly documented and aligned with enterprise standards. This duty supports continuity, audit readiness, and long-term maintainability by promoting high-quality documentation and shared technical standards.
Tasks include:

Creates, updates, and maintains technical documentation for platform configurations, designs, data flows, governance models, and operational procedures.
Develops and maintains enterprise-level user guides, standards documentation, and reusable training assets.
Audits documentation produced by technical staff to ensure accuracy and consistency.
Supports recordkeeping and compliance by maintaining documentation required for audit, risk management, and continuity planning.

Strategic Collaboration & Enterprise Advisory
Serve as a senior technical advisor to IT leadership, governance groups, and cross-functional partners, including statewide working groups.
Task Include:

Advises IT leadership, governance bodies, and business partners on platform direction, architecture decisions, risks, and opportunities.
Participates in statewide and cross-agency working groups in an operational advisory capacity related to M365, SharePoint Online, and AI platform usage.
Coordinates with WaTech on enterprise platform matters (service updates, configuration changes, incident management).
Supports strategic initiatives, modernization efforts, and enterprise-wide digital transformation projects.

Qualifications

Required Experience:
One of the following:

A Bachelor's degree or higher in Information Technology, Computer Science, or a closely related field AND five (5) years (full-time equivalent) of progressively responsible professional experience in one or more of the following IT disciplines:
o Microsoft 365 systems administration

o SharePoint Online administration and governance

o Enterprise collaboration platform management

o Application development or automation using Power Platform

o Systems analysis, integration, or platform lifecycle support

o AI platform administration or responsible-use governance
OR An Associate's degree or higher in Information Technology or a closely related field AND seven (7) years (full-time equivalent) of progressively responsible professional experience in one or more of the IT disciplines listed above; OR
Nine (9) years (full-time equivalent) of progressively responsible professional experience in one or more of the IT disciplines listed above.
Additional professional experience may substitute for education on a one-for-one basis, consistent with OFM guidelines.

At least five (5) years of advanced professional experience performing senior-level administration, configuration, troubleshooting, and governance in the following areas:
SharePoint Online enterprise administration
M365 collaboration ecosystem (Teams, OneDrive, Power Platform)
Power Automate and Power Apps solution development and troubleshooting
Information architecture, taxonomy, metadata and content governance
Tier 3 incident response across cloud services
Security, privacy, compliance, access control, and responsible-use controls in M365 and/or AI platforms
Technical documentation for system designs, standards, and procedures
Delivering end-user training, mentoring, or hands-on support for enterprise collaboration platforms.

Desired Experience: Experience serving as a lead worker assigning work, providing mentorship, or reviewing work products.
Experience supporting or governing enterprise AI platforms, including configuration, responsible-use standards, semantic index readiness, and data-access controls.
Experience coordinating platform operations or governance with statewide partners.
Experience with Microsoft 365 tenant-level or enterprise platform operations.
Microsoft certifications in SharePoint Online, Microsoft 365 Administration, Power Platform, or AI-related technologies.
ITIL Foundation certification (current version).
Experience designing enterprise metadata schemas, classifications, taxonomies, and content-lifecycle governance.
Experience with APIs, Microsoft Graph, enterprise integrations, or workflow automation technologies.
Experience developing and delivering technical training, demonstrations, and user-enablement materials.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
